APPLICANT REQUESTS THAT:
He be awarded the Air Force Commendation Medal (AFCM) at the time
of his separation.

APPLICANT CONTENDS THAT:
He was awarded the AFCM at the time of his separation. He has lost
the medal and the accompanying citation.

STATEMENT OF FACTS:
Applicant was commissioned in the Reserve of the Air Force on
5 Jun 64 in the grade of second lieutenant. He entered extended
active duty and was appointed a first lieutenant in the Regular Air
Force on 15 Jun 69. He was promoted to the rank of captain with a
promotion service date and date of rank of 15 Dec 70.
On 15 Sep 75, he was honorably released from active duty under the
provisions of AFR 36-12 and issued a DD Form 256AF. He was
credited with 6 years, 3 months, and 1 day of active duty service.
He completed a total of 11 years, 3 months, and 11 days of service
for pay. On 7 Oct 88, he was discharged from all appointments in
the Air Force in the grade of captain.
Applicant was awarded the National Defense Service Medal, Air Force
Longevity Service Award, and the Antarctic Service Medal.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR reviewed this application and recommended approval,
stating, in part, although, there was no special order or citation
for award of the AFCM; they feel the applicant’s meritorious
achievement and service of his performance during the period in
question (15 Jun 69 – 11 Oct 71) was deserving of this award.
To be awarded the AFCM, a member shall have distinguished
themselves by meritorious achievement and service. The applicant
was unable to provide the special orders; which makes the
decoration official.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response to the evaluation, he request that his entire
service period through his resignation in mid-1975 be considered.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case. The Board noted the applicant’s contentions that he lost the
medal and citation and the recommendation of the Air Force;
however, we found no evidence to substantiate that the applicant
was recommended for the AFCM or that special orders were
accomplished, which makes the decoration official. The applicant’s
record was thoroughly reviewed and there was nothing in the record
which convinced us that he was ever awarded the AFCM. Therefore,
based on findings of this Board, we conclude the applicant has not
been the victim of an error or injustice. Should the applicant
provide documentation to substantiate his claim, we would be
willing to reconsider his petition. In view of the above, we find
no basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
