His record be corrected to show he was awarded the Air Force
Commendation Medal (AFCM), Air Force Overseas Ribbon Short Tour and
Long Tour (AFOR-ST & LT), and Republic of Vietnam Campaign Medal
(RVNCM).

APPLICANT CONTENDS THAT:
He was on temporary duty (TDY) from Clark AB to Phan Rang AB RVN.
In support of his application, applicant submitted a personal letter,
copies of DD Form 214, Report of Separation from Active Duty, AF Form
626, Request and Authorization for Temporary Duty - Military, and AF
Form 973, Request and Authorization for Change of Administrative
Orders.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
8 June 1970, for a period of four years.
His record reflects that he performed temporary duty at Phan Rang AB
Republic of Vietnam from 11 November 1972 for a period of 145 days.
On 22 March 1974, he was discharged with an Honorable Discharge in the
grade of sergeant after completing 3 years, 11 months and 15 days of
total active service.
His DD Form 214 reflects award of the Vietnam Service Medal, Air Force
Good Conduct Medal and the Air Force Outstanding Unit Award.
AFPC/DPPPR verified and corrected the applicant's military records to
reflect the award of the Philippine Republic Presidential Unit
Citation (PRPUC).

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial and stated they were unable to locate the
source documents that are needed to verify his AFCM. The applicant was
discharged before the AFOR-ST and LT were authorized. The applicant
did not serve the required six months to be eligible for the award of
the RVNCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
28 September 2006 for review and comment within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. After reviewing the evidence
of record, we are unpersuaded that the applicant's records are in
error or that he has been the victim of an injustice. His contentions
are duty noted; however, in our opinion, the detailed comments
provided by the Air Force office of primary responsibility adequately
address those allegations. We therefore, agree with the opinion and
recommendation of the Air Force and adopt the rationale expressed as
the basis for our decision that the applicant has failed to sustain
his burden that he has suffered either an error or an injustice. We do
not wish to deprive the applicant of awards to which he is entitled;
however, based on the evidence before us, we have no recourse but to
conclude that his request for the AFCM, AFOR-ST and LT and
RVNCM should be denied. In view of the foregoing and absent evidence
to the contrary, we find no compelling basis to recommend favorable
action on the applicant's request.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the subXXXXXXX of newly
