APPLICANT REQUESTS THAT:

His records be corrected  to  show  he  was  awarded  the  National  Defense
Service Medal (NSDM), the Presidential Unit Citation (PUC)  award,  the  Air
Force Longevity Service Award (AFLSA), the Air Force Overseas Ribbon (AFOSR-
S), the Air  Force  Training  Ribbon  (AFTR),  and  the  USAF  Commemorative
Medal/Cold War Commemorative Medal.

Examiner’s Note:  In a letter dated 25 Aug 2006, the applicant  was  advised
that he was eligible for the NSDM and a DD 215 was issued.

APPLICANT CONTENDS THAT:

He served with the 3902nd Air Base Wing and believes this unit received  the
PUC.  He served at Clark AFB, Philippines for 14  months  and  16  days  and
wants the Commemorative Medal for Overseas Service, Short Tour.   His  dates
of service are included in what is considered the Vietnam  Era  time  period
and he would like to know if he is eligible for any medals  or  ribbons  for
service during that time period.

He discovered the errors on  his  DD  214  while  applying  for  VA  medical
enrollment.

In support of his application, the applicant submits a copy of his  DD  Form
214 and his personal statement.

STATEMENT OF FACTS:

On 29 June 1962, the applicant was honorably  discharged  in  the  grade  of
airman second class.  He had served 3  years,  10  months  and  12  days  on
active duty service to include 1 year, 2  months  and  16  days  of  Foreign
Service.  He was awarded the Good Conduct medal.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR recommends denial of the  applicant’s  request  for  the  PUC,
AFOSR-S, AFLSA, and AFTR awards.

DPPPR states during the period in question, the applicant was assigned to  a
stateside unit and stateside units are not authorized to receive the PUC.

DPPPR states the Department of the Air Force General  Order  60,  authorized
the AFLSA to all service members of the Air Force who  complete  four  years
of honorable active or reserve military  service  with  any  branch  of  the
United States Armed Forces.   The  applicant  did  not  serve  the  required
amount of time and is not eligible for this award.

DPPPR states the AFOSR-S was established on 1  Sep  1980.   The  ribbon  was
awarded to Air Force and Air Force Reserve members credited with  completion
of an overseas tour on or  after  1  Sep  1980.   The  applicant’s  military
service ended 29 June 1962.

DPPPR states the AFTR  is  awarded  to  service  members  on  completion  of
initial accession training after 14  Aug  1974.   The  applicant’s  military
service ended 29 June 1962.

DPPPR states the Commemorative Medals are sanctioned by  the  Department  of
Defense to those who served during the Cold War.  The medal can be  obtained
from commercial sources.  The endeavor is being conducted by the  Department
of the Army.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

In his response dated 12 Sep 2006, the applicant stated he  did  not  allege
that his unit received the PUC.  He requests a review of applicable  records
for his unit during the dates in question to determine his  eligibility  for
the award.

In regard to the AFOSR-S, he states the term career is not  further  defined
or specifically limited and means cumulative periods of service.  He  states
no reference is made to an  initial  date  of  eligibility;  therefore,  the
presumption must stand that no such limitation exists.

When the AFTR was established, no  restrictions  were  established  for  the
date or dates of eligibility.  AFI 36-2803  states  that  the  AFTR  may  be
awarded “…to Air Force members on completing an Air Force accession  program
(BMT)…”.  Although his assignment and completion  of  a  12-month  intensive
course in Chinese Mandarin language does not appear to qualify him for  this
award, he is clearly eligible on the basis of completion of  Basic  Military
Training since no restrictions were established for eligibility dates.

He is in agreement to DPPPR’s comments regarding the AFLSA as  he  does  not
meet the 4 year service requirement.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice.  After a thorough review of  the  available
records, we found no evidence that the applicant is eligible for  the  award
of the PUC, AFOSR-S, and AFTR medals.   The  applicant  does  not  meet  the
award  criteria  as  specified  by  the  Air   Force   office   of   primary
responsibility.  Therefore, we agree with the opinions  and  recommendations
of the Air Force offices of primary responsibility and adopt  its  rationale
as the basis for our conclusion that the applicant has not been  the  victim
of an error or injustice.  The personal sacrifice the applicant endured  for
his country is noted and the recommendation to deny the requested relief  in
no way diminishes the high regard we have for  his  service.   Nevertheless,
in view  of  the  above,  we  find  no  basis  to  favorably  consider  this
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
