APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Air Force
Overseas Ribbon Short Tour (AFOSR-S) and the Air Force Overseas Ribbon
Long Tour (AFOSR-L).

APPLICANT CONTENDS THAT:
He was authorized the ribbons and they were never reflected in his
records.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 5 November
1965 as an airman basic (AB) for a period of four years.
His records reflect he had an overseas tour in the Philippines from 9
May 1968 through 3 October 1969 and a tour in Izmir, Turkey from 22
September 1977 through 13 June 1979.
His DD Form 214 reflects he was awarded the Defense Meritorious
Service Medal (DMSM), Air Force Outstanding Unit Award (AFOUA) with
Valor Device and two Oak Leaf Clusters (OLCs), Air Force
Organizational Excellence Award, Air Force Good Conduct Medal (AFGCM)
with five OLCs, Vietnam Service Medal (VSM), Air Force Longevity
Service Award (AFLSA) Ribbon with three OLCs, Non-Commissioned Officer
Professional Military Education Graduate Ribbon with one OLC, Small
Arms Expert Marksmanship Ribbon (SAEMR), Republic of Vietnam Gallantry
Cross (RVGC) with device, Republic of Vietnam Campaign Medal (RVCM).
The applicant retired on 1 December 1985. He served 20 years and 26
days of active duty service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR states before 6 January 1986, the ribbons were awarded
to Air Force and Air Force Reserve members credited with the
completion of an overseas tour on or after 1 September 1980. Air
Force and Air Force Reserve members serving as of 6 January 1986, or
later are entitled to reflect all Air Force overseas tours credited
during their career.
The applicant was not on active duty as of 6 January 1986 to be
eligible for the retroactive credit for his two overseas tours. His
tours overseas are out of the inclusive time period for award of the
requested ribbons. Therefore, they recommend the request for the
ribbons be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 4
November 2005, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure of timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt its rationale as the basis for our decision that the
applicant has failed to sustain his burden that he has suffered either
an error or an injustice. The applicant’s two overseas tours do not
fall within required time periods for
award of the AFOSR-S and AFOSR-L ribbons. Therefore, in the absence
of evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

The AFOSR-S and the AFOSR-L were authorized on 12 Oct 80, and awarded to Air Force active duty, Reserve, and National Guard personnel who have been awarded credit for an OS tour after 1 Sep 80. In this regard, the AFOSR-S and the AFOSR-L were authorized on 12 Oct 80 for those members who had been credited with an OS tour after 1 Sep 80. The applicant did not complete an OS tour after that date.
