APPLICANT REQUESTS THAT:

His  DD  Form   214   reflect   receipt   of   the   Master   Aircraft
Munitions/Maintenance Badge (MAMMB),  the  Meritorious  Service  Medal
with 2nd Oak Leaf Cluster (MSM 2OLC), the Korean Defense Service Medal
(KDSM), the Air Force Overseas Ribbon-Short Tour  with  2nd  Oak  Leaf
Cluster (AFOSR-S 2OLC), and the Air Force  Overseas  Ribbon-Long  Tour
(AFOSR-L).

[Note:  HQ AFPC/DPFF and HQ AFPC/DPPPR have determined  the  applicant
is entitled to the MAMMB, the MSM 2OLC, and the KDSM.]

APPLICANT CONTENDS THAT:

He is authorized to wear these awards; however, when he  separated  in
1982, they were not annotated on his DD Form 214.  He  wants  to  wear
his medals on his Memorial Services Detachment Honor Guard uniform  at
the Ft. Sam Houston National Cemetery.  This is an all-volunteer group
that performs  military  honors  ceremonies  at  funerals  for  fellow
military veterans.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air  Force  on  20 Jun  55,  was
sequentially promoted to the grade of master sergeant  (MSgt)  with  a
date of rank (DOR) of 1 Apr 69, and served as an aircraft mechanic and
aircraft maintenance manager.

The Enlisted Performance Reports  (EPRs)  for  the  periods  2 Jun  60
through 15 Jul 63 (3 years, 1  month),  reflected  the  applicant  was
assigned to APO 235, San Francisco, CA (Okinawa, Japan).  An  EPR  for
the period from 15 Jan 66 to  19 Oct  66  (9  months),  indicated  the
applicant was assigned to Da Nang AB, Vietnam.  EPRs for  the  periods
16 Apr 69 through 20 May 70 (13 months), reflected his  assignment  to
Kunsan AB, Korea.  An EPR for the period 24 Feb 77 through 1 Jul 77 (5
months), reflected the applicant was assigned to Cold Bay AFS, Alaska.
 An AF Form 7, Airman Military Record,  reflected  the  applicant  was
assigned to Okinawa for the period 16 Jan 61-15 Jul 63, to Vietnam for
the period 5 Mar 66-23 Feb 67, and to Korea for the period 30 May  66-
2 Jun 70.

The applicant was awarded the MSM with 2OLC for the period  19 Feb  81
to 30 Sep 82.

On 30 Sep 82, the applicant was honorably separated and, on 1 Oct  82,
retired in the grade of chief master sergeant after 27 years, 3 months
and 11 days of active service.

On 21 Sep 83, an Office of Personnel Management Form 813 verified  the
applicant had participated in Vietnam from 5 Mar 66 to 23 Feb  67  (11
months), and Korea (Pueblo Crisis) from 30 May  69  to  2 Jun  70  (13
months).

On 20 Nov 86, the applicant requested he be authorized the MAMMB.  His
Air Force Specialty Code (AFSC) and dates were  verified  and  he  was
authorized the MAMMB, and his DD Form 214 was to have  been  corrected
accordingly.

AIR FORCE EVALUATION:

HQ AFPC/DPFF confirms that the applicant meets the criteria for  award
of the MAMMB as he was a MSgt with the 7-skill  level  for  13  years.
The recommend his DD Form 214 reflect award of the MAMMB.

HQ AFPC/DPPPR verified the applicant’s entitlement to the  MSM  w/2OLC
and the KDSM.  He completed overseas (OS)  tours  to  Korea,  Vietnam,
Okinawa, and Alaska.  Short-tour credit is determined by the  OS  area
and  assignment  codes  distributed  and  controlled  by   Assignments
Procedures and Policy Division.  Short tours are  normally  12  to  15
months in duration.  Temporary duty (TDY) assignments  are  considered
for short-tour credit if the TDY is more than 180  days  in  duration.
The AFOSR-S and the AFOSR-L were authorized on 12 Oct 80, and  awarded
to Air Force active duty, Reserve, and National  Guard  personnel  who
have been awarded credit for an OS tour after 1 Sep 80.   Active  duty
and  Reserve  members  serving  after  6 Jan  86  or  later  [emphasis
advisory’s] are entitled to reflect all Air Force  OS  tours  credited
during their career.  The applicant’s effective  retirement  date  was
30 Sep 82; therefore, he is ineligible for the award  of  the  AFOSR-S
and AFOSR-L.  [Note:  Some of the advisory’s dates of the  applicant’s
OS tours appear to contain errors - See Statement of Facts.]

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Complete copies of the Air Force evaluations  were  forwarded  to  the
applicant on 2 Sep 05 for review and comment within 30  days.   As  of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  HQ AFPC/DPFF confirmed that  the
applicant satisfied the criteria  for  the  MAMMB,  and  HQ APFC/DPPPR
determined he is entitled to the MSM w/2OLC and the KDSM.   Therefore,
the only decorations requiring  this  Board’s  consideration  are  the
AFOSR-S and the AFOSR-L.  After a thorough review of the  evidence  of
record and the applicant’s submission, we  are  not  persuaded  he  is
eligible for these two awards.  In this regard, the  AFOSR-S  and  the
AFOSR-L were authorized on 12 Oct 80 for those members  who  had  been
credited with an OS tour  after  1 Sep  80.   The  applicant  did  not
complete an OS tour after that date.  Members serving after  6 Jan  86
were entitled to reflect all OS tours credited  during  their  career;
however, the applicant retired in 1982.  The applicant has  not  shown
his records regarding his  OS  tours  are  incorrect  or  that  he  is
otherwise entitled to these OS decorations.  We therefore  agree  with
the recommendations of the Air Force regarding this  issue  and  adopt
the rationale expressed  as  the  basis  for  our  decision  that  the
applicant has not sustained his burden of having  suffered  either  an
error or an injustice in this respect.   In  view  of  the  above  and
absent persuasive evidence to the  contrary,  we  find  no  compelling
basis to recommend granting him the AFOSR-S  and  the  AFOSR-L.   This
decision, however, should in no way be construed as a diminishment  of
the applicant’s exemplary service both in  this  country  and  abroad.
The office of primary responsibility will administratively correct the
applicant’s DD Form 214 to reflect receipt  of  the  MSM  w/2OLC,  the
KDSM,  and  the  MAMMB  and  will  notify  him  when  this  has   been
accomplished.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
