APPLICANT REQUESTS THAT:

His records be corrected to show his  entitlement  to  the  Air  Force
Outstanding Unit Award (AFOUA), the National  Defense  Service  Medal,
the Air Force Overseas Service Ribbon Short Tour (AFOSR-ST),  and  the
Air Force Longevity Service Award (AFLSA).

APPLICANT CONTENDS THAT:

He earned these awards and is entitled to them.

In support of his request, the applicant submits a  National  Archives
and Records  Administration  Form  13038,  United  States  of  America
Certification of  Military  Service,  a  copy  of  his  DD  Form  256,
Honorable Discharge from the Armed Forces  of  the  united  States  of
America, a copy  of  his  DD  Form  214,  Certificate  of  Release  or
Discharge from Active Duty, and excerpts from his  available  military
personnel records.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 10 Jun 57, and  was
honorably discharged on 8 Sep 60.  He served a  total  of  3 years,  2
months, and 25 days active duty service.

He was assigned to the Inactive Reserves Section and was relieved from
this assignment and honorably discharged on 9 Jun 63.

His DD 214 does not reflect any awards or decorations.

The AFOUA was authorized by Department of the Air Force General  Order
1, 6 Jan 54.  It is awarded by the  Secretary  of  the  Air  Force  to
numbered units that have  distinguished  themselves  by  exceptionally
meritorious service or outstanding achievement that clearly  sets  the
unit above and  apart  from  similar  units.   The  services  include,
performance of exceptionally meritorious service, accomplishment of  a
specific  outstanding  achievement  of   national   or   international
significance, combat operations against an armed enemy of  the  United
States, or military operations involving conflict with or exposure  to
hostile actions by an opposing foreign force.

The NDSM is awarded for honorable active military service as a  member
of the Armed Forces of the United States including  the  Coast  Guard,
between 27 Jun 50 and 27 Jul 54 (Korean War Period), between 1 Jan  61
and 14 Aug 74 (Vietnam War Period), between 2 Aug  90  to  30  Nov  95
(Operation DESERT SHIELD/STORM Period), and currently from 11  Sep  01
in support of the Global War on Terrorism.

The AFOSR-LT and ST are awarded to Air Force  and  Air  Force  Reserve
members credited with completion of an overseas tour on or after 1 Sep
80.  Air Force and Air Force Reserve members serving as of 6 Jan 86 or
later, are entitled to reflect all Air Force overseas  tours  credited
during their career.

The AFLSA is awarded to all service  members  of  the  Air  Force  who
complete four years of honorable active or  reserve  military  service
with any branch of the United States Armed Forces.

AIR FORCE EVALUATION:

AFPC/DPSIDR recommends denial and states,  in  part,  the  applicant’s
enlistment was from 1957 to 1960 and he is not eligible for the  NDSM.
He was assigned to the 354th Tactical Fighter Wing from 15 Jul  58  to
15 Jul 59 and this unit did not receive the AFOUA during  his  tenure.
The AFOSR-ST was  not  authorized  until  12  Oct  80  and  since  his
enlistment ended in 1960, he is not eligible for this ribbon.

He completed a total of 3  years,  2  months,  and  25  days  military
service and is not eligible for award of  the  AFLSA,  since  he  fell
short of the required four consecutive years of honorable service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The award criteria for the AFLSA is four years of honorable active and
Reserve military service.  He served from 19 Jun 57 through 9 Jun  63,
with a combined total of  6  years  of  active  and  reserve  military
service.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  The applicant has not  submitted
persuasive evidence to substantiate his claim for  the  AFOUA  or  the
AFOSR-ST, nor does the evidence of record reflect his eligibility  for
these awards.  Further, the  AFLSA  is  awarded  to  US  Armed  Forces
personnel who complete an aggregate of  four  years  honorable  active
Federal military service.  The applicant completed 3 years,  2  months
and 25 days of active duty service.  He was then  transferred  to  the
Reserves and assigned to the Inactive Reserve Section in  an  inactive
status, to fulfill his six-year military service  obligation  required
by law.  Based on the governing regulation in effect at that time, the
inactive Reserve period is not creditable  for  award  of  the  AFLSA.
Therefore the applicant does not meet the basic criteria  and  is  not
eligible for award of this medal.  The Board notes on 1  Jul  08,  his
records were administratively corrected to reflect award of  the  Army
Good  Conduct  Medal  and  the  Armed  Forces   Expeditionary   Medal.
Therefore, in view of the above and in the absence of evidence to  the
contrary,  we  find  no  compelling   basis   to   warrant   favorable
consideration of the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
