APPLICANT REQUESTS THAT:
The Korean Defense Service Medal (KDSM) for Foreign Service to Korea
be reflected on his DD Form 214.

APPLICANT CONTENDS THAT:
He served as a member of the SAC Advanced Echelon in Korea in support
of Exercise “ULCHI FOCUS LENS” for the years 1981, 1982, 1983, and
1984 during the months August and September for over 60 nonconsecutive
days.
In support of his application, the applicant provided copies of OERs,
and information on the Korean Defense Service Medal.
Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant’s military personnel records reflect that the applicant
served on active duty as a commissioned officer from 29
August 1964 to 30 September 1984, and retired in the grade of Major.
The applicant's report on individual personnel records review printout
dated 1 September 1984, verify and confirm the following dates of
temporary duty (TDY) in Korea (see Exhibit B):
September 1981 TDY to Korea 22 days
August 1983 TDY to Korea 24 days
February 1982 TDY to Germany 20 days

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial and states applicant served in Korea for
a total of 46 days less than required time of 60 nonconsecutive days
for the award of the KDSM, therefore, he is ineligible for the award.
AFPC/DPPPR’s evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the Air Force evaluation and stated apparently
information supporting his request for the KDSM has been inadvertently
overlooked by the SAF/MRBR. His claim and request are based on his TDY
service in Korea for over 80 days during the months of August and
September for the years 1981, 1982, 1983, and 1984. He does not have
copies of his TDY orders or travel vouchers which would show his
service during those months of approximately three weeks per year or
an average a little over 20 days per year during these deployments.
However, he does know that some of his TDY orders were issued by HQ
544 SIW, Offutt AFB NE and sometimes they were issued by HQ SAC INTEL
Offutt AFB NE. Since information reflecting 22 days TDY in September
1981 and 24 days TDY in August 1983 to Korea were found, he believes
the 40 plus days he was TDY to Korea during the August-September 1982
and 1984 were missed for some reason by the folks under SAF/MRBR.
The attached copies of his OERs for these years and his duty as a
member of the SAC Advanced Echelon is spelled out in his job
description and documented in Section III, Performance Factors. If the
Board looks at the OER for 26 April 1981 through 25 April 1982 which
includes months of August and September of 1982, the Board will note
for instance in item 5 of Section III under leadership of the OER:
“Selected to lead the attrition evaluation effort require to
plan B-52 employment in support of Combined Forces Korea. Everything
worked.”
This attrition evaluation effort occurred at the ATAC at Taegu Korea
and as usual was a deployment of over 20 days. Although he does not
have an OER in his possession for the period August-September 1984, he
did deploy with the SAC Advon to the ATAC at Osan AFB that year also.
Thus, over 40 days of his TDY service in Korea have been inadvertently
missed by the SAR/MRBR.
Therefore he request his application for the KDSM for Foreign Service
to Korea be approved since he has over 60 nonconsecutive days duty in
Korea.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. After a thorough review of the
available evidence and the applicant’s complete submission, the Board
is not persuaded that he is entitled to the award of the Korean
Defense Service Medal. The Board agrees with the opinion and
recommendation of the Air Force office of primary responsibility and
adopts its rationale as the basis for their conclusion that the
applicant has not been the victim of an error or injustice. The Board
did not find evidence that the applicant performed temporary duty in
Korea for 30 consecutive or 60 nonconsecutive days. Therefore, in the
absence of evidence to the contrary, the Board finds no compelling
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal
appearance; and that the application will only be reconsidered upon
the submission of newly discovered relevant evidence not considered
with this application.
