APPLICANT REQUESTS THAT:

The Korean Defense Service Medal (KDSM) for Foreign Service  to  Korea
be reflected on his DD Form 214.

STATEMENT OF FACTS:

Applicant’s military personnel records reflect the applicant served on
active duty as a commissioned officer from            29  August  1964
to 30 September 1984, and retired in the grade of Major.

The applicant's report on individual personnel records review printout
dated 1 September 1984, verify and  confirm  the  following  dates  of
temporary duty (TDY) in Korea (see Exhibit B):

      September 1981 TDY to Korea 22 days
      August 1983 TDY to Korea 24 days
      February 1982 TDY to Germany 20 days

On 18 April 2006, the Board considered and denied an  application  for
correction of  military  records  pertaining  to  applicant.   For  an
accounting of the facts and circumstances surrounding the  applicant’s
request, and, the rationale of the earlier decision by the Board,  see
the Record of Proceedings at Exhibit F.

On 30 May 2006, the applicant submitted a letter  of  support  from  a
senior officer for reconsideration  on  his  behalf.  The  applicant's
complete submission, with attachments, is at Exhibit G.

THE BOARD CONCLUDES THAT:

After again reviewing the complete previous evidence of record and the
applicant’s new submission, we find sufficient relevant  evidence  has
been presented to demonstrate the  existence  of  error  or  injustice
warranting the award of KDSM.  In  this  respect,  we  note  from  the
previous application, the applicant provided documentation showing  he
served a total of 46 days in the AOR, 14 days less than  the  required
time of  60  nonconsecutive  days  for  the  award.   We  believe  the
information provided from a senior officer  substantiating  first-hand
knowledge that the applicant served an additional 22 days TDY to Korea
in support of Ulchi-Focus Lens Exercise, now qualifies  the  applicant
for the award of the KSDM.  Therefore, we  recommend  the  applicant’s
records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show that on 10 September  1983,
he was awarded the Korean Service Defense Medal (KSDM).

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that on 10
September 1983, he was awarded the Korean Service Defense Medal
(KSDM).
