APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Korean Defense
Service Medal (KDSM) and the Armed Forces Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
He believes he is entitled to these awards for his temporary duty
(TDY) to Korea and his service in support the of Grenada invasion
(Operation UREGENT FURY).

STATEMENT OF FACTS:
On 30 January 1980, the applicant enlisted in the Regular Air Force
(RegAF) as an airman basic (AB) for a period of six years.
The applicant’s performance reports reflect he was assigned to Kadena
AFB, Japan from 30 January 1980 through 21 May 1983.
On 14 December 1987, the applicant was honorably discharged in the
grade of staff sergeant (SSgt). The applicant had three years and
five days of foreign service. He served 7 years, 10 months and 15
days of active duty service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends the requested relief be denied. They state
there is no documentation in the applicant’s Master Personnel Record
to verify he was TDY to Korea.
A complete copy of the AFPC/DPAPP evaluation is attached at Exhibit C.
AFPC/DPPPR recommends the applicant’s request denied. DPPPR states
the AFEM is awarded to servicemembers of the United States Armed
Forces who, after 1 July 1958, have participated in a United States
military operation and encountered foreign armed opposition, or were
in danger of hostile action by foreign Armed Forces. They further
state there is no documentation in the applicant’s records to verify
his participation in Operation UREGENT FREEDOM or his service in
Korea. Unless the applicant provides official documentation i.e.,
travel order, travel voucher, decoration to verify his TDY to Korea,
and his direct support in the Grenada invasion, his entitlement to
these awards cannot be verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on
2 February 2007, for review and response. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or an injustice. The
applicant requested his records be corrected to reflect he was awarded
the KDSM and AFEM. The applicant did not provide any documentation
showing he was assigned or TDY to Korea. There is no documentation in
the applicant’s military records to reflect he was assigned or TDY to
Korea. Therefore, in the absence of the evidence to the contrary, the
Board finds no compelling basis to recommend granting the relief
sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
