APPLICANT REQUESTS THAT:
The time he spent in Korea and on Iwo Jima be reflected on his DD Form 214,
Armed Forces of the United States Report of Transfer or Discharge, so that
he can prove his eligibility for membership in the Veterans of Foreign Wars
(VFW).

APPLICANT CONTENDS THAT:
He served with the 6000th Air Base Squadron at Fuchu Honshu, Japan from
1956 to 1958 in ground radio maintenance. During this time, he was sent
Temporary Duty (TDY) to Iwo Jima for approximately 1 week and to Korea for
5 weeks to install and maintain radio equipment. Since he was there for
more than 30 days, he is eligible for membership in the VFW. However, if
he is unable to verify his foreign service, he will be removed from their
membership rolls.
In support of the appeal, applicant submits his personal statements and
five statements attesting to the fact that on 4 June 2005, he showed 8mm
films of his tour of duty in Japan, Iwo Jima, and Korea, at VFW Post 10127

STATEMENT OF FACTS:
Applicant is a former enlisted member of the Regular Air Force that served
on active duty from 30 December 1954 through 16 September 1958, as a ground
communications equipment repairman. During this period he completed 1
year, 11 months, and 18 days of foreign service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends the application be denied and states, in part, that
there is no documentation to verify applicant was TDY while assigned to the
6000th ABRON, at Fuchu Honshu, Japan, from 1956 to 1958.
The AFPC/DPAPP evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 23
December 2005, for review and comment, within 30 days. However, as of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. We note,
there are no documents that verify any TDY to Korea or Iwo Jima.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and the recommendation of the Air Force and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or an injustice. The applicant did not provide any documentation showing he was assigned or TDY to Korea. There is no documentation in the applicant’s military records to reflect he was assigned or TDY to Korea.

The applicant’s complete submission is at Exhibit A. The applicant’s military record indicates he was assigned to Sembach Air Base, Germany from 1 February 1956 to 7 September 1956 and, Landstuhl, Germany, from 8 September 1956 to 29 December 1958. After reviewing the evidence of record and the applicant’s submission, we find that other than the applicant’s assertions, we have no evidence to indicate his entitlement to any of the requested decorations.

However, based on the evidence presented, we do not find an adequate basis to conclude the applicant met the eligibility criteria for award of either the Korean War Service Medal or the Korean Defense Service Medal. AFPC/DPAPP further noted the applicant’s statement he was on deployment with 415 airmen, and 30 of those airmen got bumped off their rotator and had to stay in Atlanta, Georgia for three additional days.
