APPLICANT REQUESTS THAT:
He be awarded the Korean War Service Medal (KWSM) and the Korean
Defense Service Medal (KDSM).

APPLICANT CONTENDS THAT:
In Oct 1954, his unit had orders to report to Kunsan, Korea.
During his 15 days at sea, his orders were changed and his unit was
transferred to Yokohama, Japan, instead. In Dec 54, while in
Japan, his unit was sent TDY to Kunsan, Korea. He remained there
until Feb 1955.
In support of his request, applicant provides a personal statement
with an account of his service dates, locations, and pictures to
show he was in Korea, copies of his DD Form 214, Report of
Separation from the Armed Forces of the United States, DA AGO Form
20, Soldier’s Qualification Card, and a brief history of the 90th
Bombardment Squadron, the unit he was assigned to when he was sent
TDY to Korea.

STATEMENT OF FACTS:
The records reflect the applicant served on active duty in the Air
Force from 19 Nov 51 to 25 Oct 55. His DD Form 214 reflects
10 months and 25 days of Foreign and/or Sea Service. He was
awarded the National Defense Service Medal and the Good Conduct
Medal.
On 25 Oct 55, he was honorably released from active duty in the
grade of SSgt(T), and transferred to the Air Force Reserve.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP2 recommended denial and states, in part, there are no
source documents in the applicant’s records confirming service in
Korea.
On 27 Dec 04, AFPC/DPAPP requested the applicant provide
documentation, i.e., Travel Voucher or TDY orders, showing that he
was TDY to Korea; he did not respond.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
for review and response within 30 days. As of this date, no
response has been received by this office. (Exhibit D)

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took note of
applicant’s complete submission in judging the merits of the case.
However, based on the evidence presented, we do not find an
adequate basis to conclude the applicant met the eligibility
criteria for award of either the Korean War Service Medal or the
Korean Defense Service Medal. In the absence of official
documentation substantiating his service in Korea, such as
assignment orders, TDY orders or vouchers, we find no basis upon
which to favorably consider his request.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

On 22 July 2003, HQ AFPC/DPAPP2 advised the applicant there were no documents in his personnel file that reflected he was on temporary duty (TDY) to Vietnam. They indicated that they have thoroughly reviewed the applicant’s records and they are unable to find any indication that he was TDY from the Philippines to Vietnam at any time. His assignment to Thailand is after the closeout date for award of the Vietnam Service Medal.
The applicant was requested to provide any documents from his personal files in support of his application and he has not responded to the request. They recommend the requested relief be denied (Exhibit D). There was no evidence in the applicant's records to support he served in Korea or Vietnam.
