APPLICANT REQUESTS THAT:

She be given  Special  Selection  Board  (SSB)  consideration  by  the
Calendar Year  2002B  (CY02B)  Lieutenant  Colonel  Central  Selection
Board.

APPLICANT CONTENDS THAT:

Her Officer Selection Record (OSR) reviewed by the CY02B Board did not
contain her renewed Inpatient Obstetric Nursing  Certificate  expiring
30 September 2005.

In support of her request, the applicant submitted  a  Memorandum  for
AFPC/DPPAB, dated 21 Apr 03, a copy of a Memorandum  of  Non-Selection
for Promotion, a copy of fax cover letter, a  copy  of  her  Inpatient
Obstetric Certification, and a copy of the current Inpatient Obstetric
Certification.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular  Air  Force  in  the
grade of  major.   Applicant  was  considered  and  not  selected  for
promotion to the grade of lieutenant colonel  by  the  CY02  selection
board that convened on 2 November 2002.  Her record did not contain  a
copy of her updated Nursing Certification.

On 18 March 2003, AFPC/DPAMN received a copy  of  applicant’s  renewed
Inpatient Obstetric Nursing certificate and delivered a  copy  to  the
record’s section for inclusion in her record.  Applicant also faxed  a
copy of the certificate to AFPC/DPPBR1, and received  confirmation  of
receipt.

AIR FORCE EVALUATION:

AFPC/DPAMF2 makes no recommendation on the case.

The DPAMF2 complete evaluation is at Exhibit C.

AFPC/DPPPO recommends denial.  Although the applicant provides  a  fax
coversheet, dated 25 March 2002, requesting that the faxed copy of the
Inpatient Obstetric specialty certification replace the  current  copy
of the certificate filed in her records and further  claims  that  she
contacted AFPC/DPPBR1 on 1 April 2002, the facts remain that  she  not
only  sent  the  updated  certificate  to  the  incorrect  office  for
processing, she also indicates that  she  was  specifically  told  the
update to her record was temporary.  With that, the  applicant  offers
no explanation as to what actions she  took  prior  to  the  board  to
ensure the document was permanently accepted for filing in her OSR.

While it is unfounded that  the  missing  certificate  influenced  the
board’s  decision  to  nonselect  the  applicant  for  promotion,   if
exercising reasonable diligence, the applicant should have  discovered
the error and taken  corrective  action  as  prescribed  in  published
guidance prior to the board.

The nursing certificate expiring  30  Sep  05  was  missing  from  the
applicant’s OSR; however, the board  was  aware  that  she  was  board
certified as evidenced on the CY02B OSB.  Furthermore, the member  was
not thorough with correcting her records before the board convened.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the applicant on
22 Aug 03, for review and comment within 30 days.  As  of  this  date,
this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice.  Applicant contends that
her records were not fairly assessed  because  her  Officer  Selection
Record (OSR) did not contain a copy of the renewed inpatient obstetric
nursing certificate.  The Air Force has indicated that although a copy
of the renewed nursing certificate was not in  her  OSR,  the  Officer
Selection Brief (OSB) assessed by the Board, did  show  that  she  was
board certified; therefore,  the  board  members  were  aware  of  her
nursing certification.  Central boards  evaluate  the  entire  officer
record and it is highly unlikely  that  the  missing  renewed  nursing
certificate was the cause of her nonselection.  We took notice of  the
applicant’s complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and  adopt  their  rationale  as  the
basis for our conclusion that the applicant has not been the victim of
an error or injustice.  Therefore, we find  no  basis  upon  which  to
recommend favorable action on this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
