APPLICANT REQUESTS THAT:

He receive Special Selection Board (SSB) consideration by the Calendar
Year 2002B (CY02B) Colonel Central Selection Board (CSB).

APPLICANT CONTENDS THAT:

The citation to accompany his Meritorious Service  Medal  with  Second
Oak Leaf Cluster (MSM, 2OLC) for the period 8 July  1997  to  12  June
2000 was missing from his Officer Selection  Record  (OSR)  for  CY02B
promotion board.  He believes this put him at  a  disadvantage  during
the promotion board process.

Applicant's complete submission,  with  attachments,  is  attached  at
Exhibit A.

STATEMENT OF FACTS:

Applicant is  currently  serving  on  active  duty  in  the  grade  of
lieutenant colonel.

Applicant was considered, but not selected for promotion to the  grade
of colonel by the CY02B Colonel Central Selection Board.

Applicant’s OPR profile as a lieutenant colonel is listed below.

AIR FORCE EVALUATION:

HQ AFPC/DPPPO states the written instructions which  are  attached  to
the Officer Preselection Brief (OPB) inform the officer to  request  a
copy of their OSR from  AFPC  or  to  contact  the  records  clerk  by
telephone and go over the contents of their records to ensure they are
accurate and complete.  The instructions specifically state  that  the
officer should ensure that all awarded decoration citations are in the
records.  It appears the applicant reviewed his  records  locally  and
never requested a copy of his OSR from AFPC.  The  applicant  has  not
provided any documentation to show that he tried prior to the board to
request a copy of his OSR or contact the records clerk  for  a  record
review.

AFPC/DPPPO upon reviewing the applicant’s OSR noted the citation still
had not been filed the applicant’s record.  They provided the  Records
 Section a  copy of  the  citation to be  filed on 18 August 2003.

There is no clear evidence that the missing MSM citation was a  factor
in the applicant’s nonselection, or  if  it  negatively  impacted  his
opportunity for promotion.  Central  boards  evaluate  servicemembers’
entire OSR.  The central boards consider the members' job performance,
professional qualities, depth and breadth of  experience,  leadership,
and academic and professional military education.  They  also  include
in   their   assessment   for   promotion   consideration    promotion
recommendation   forms,   officer   performance    reports,    officer
effectiveness  reports,  training  reports,  letters  of   evaluation,
decorations and officer selection briefs.

Based on the evidence presented, they recommend denial.

A copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR STAFF EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
19 September 2003, for review and  response.   As  of  this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After thoroughly  reviewing  the
evidence of  record,  we  are  not  sufficiently  persuaded  that  the
applicant should be provided consideration for promotion to the  grade
of colonel by a Special Selection Board for the  Calendar  Year  2002B
selection board.  Although the applicant’s citation to the  MSM,  2OLC
was not filed in his OSR, it was reflected  on  his  OSB.   Therefore,
presumably the selection board knew of its existence and  factored  it
into their consideration.  We note that the written instructions  that
are attached to the OPB  and  given  to  the  officers  prior  to  the
convening of the board instructed servicemembers to request a copy  of
their OSR from HQ AFPC, or to contact the records clerk  by  telephone
to review the contents of their  records  to  ensure  the  record  was
intact and all awarded  decorations  citations  were  in  the  record.
Although the applicant  reviewed  his  records  locally,  he  has  not
provided any evidence to show he requested a copy of his records  from
HQ AFPC or reviewed the contents  of  his  records  with  the  records
clerk.  We are aware that central boards evaluate the  entire  officer
record, thus it is highly unlikely the missing citation was  the  sole
cause of his nonselection by  the  CY02B  board.   Therefore,  in  the
absence of evidence to the contrary, we find no  compelling  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
