APPLICANT REQUESTS THAT:
Her officer selection record (OSR) for the calendar year (CY) 2002A
Central Major Selection Board be corrected to include the Nursing
Certificate (Certified Nurse Operating Room) in her records.
The Promotion Recommendation Form (PRF) prepared on her and reviewed
by the CY02A Central Major Selection Board be revised to reflect her
duties as a flight commander for the officer accession team.
She be considered for promotion to major by special selection board
(SSB) for the CY02A Central Major Selection Board with the corrected
record.

APPLICANT CONTENDS THAT:
Although she held the position of flight commander for the Officer
Accession Team for seven months prior to her PRF being prepared, it
did not reflect these duties.
Her Nursing Certificate was not in her records although she faxed it
to AFPC.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of
captain. Her Total Active Federal Military Service Date (TAFMSD) is 8
Jul 92. The applicant has two nonselections to major by the CY02A and
CY02B Central Major Promotion Selection Boards. A review of her
officer performance reports reflects overall ratings of “meets
standards.”

AIR FORCE EVALUATION:
AFPC/DPAMF2 reviewed the applicant’s application and makes no
recommendation. AFPC/DPAMN verified that the duties indicated on the
applicant’s PRF for the CY02A selection board reflect the duties she
was serving at the time. The Nursing certificate was received and
confirmed on 27 Aug 02 and should have been on file for the CY02B
Central Major Promotion Selection Board.

AFPC/DPPPE recommends denial of the applicant’s request. The
applicant has not provided a new PRF with supportive documentation
from the senior rater and management level review president as
required. To change Section IV, the senior rater must demonstrate
that there was a material error in the PRF, a material error in the
record of performance, which substantially impacted the content of the
PRF, or a material error in the process by which the PRF was crafted.
In addition, the applicant must demonstrate that she took corrective
actions prior to the Central Selection Board convening. The applicant
has not met these requirements.

AFPC/DPPPO recommends denial of the applicant’s request for promotion
consideration by SSB. In addition to the comments provided in
AFPC/DPPPE’s evaluation regarding her nursing board certification,
they note that the CY02A promotion selection board was aware of the
certificate as indicated by the “Yes” entry in the board certified
block of the Officer Selection Brief (OSB) prepared for that board.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air force evaluations were forwarded to the applicant on
23 May 03 for review and comment within 30 days. To date a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. The applicant failed to provide
a revised PRF with support by the senior rater to support her request
that the PRF considered by the CY02A Central Major Selection Board be
revised to reflect her duties as a Flight Commander for the Officer
Accession team. The Board notes that the duty titles and job
descriptions on the PRFs for both the CY02A and CY02B Central Major
Selection Boards are the same and has no way of knowing what the
applicant thinks should be reflected in the recommendation section of
the PRF. Additionally, the applicant has not provided any support
from her rating chain for her request. It is the responsibility of
the senior rater to prepare the PRF and their support is normally
required to effect a change. The Board is unclear as to which Board
the applicant is stating that her medical certificate was not on file.
Based on the information provided by AFPC/DPAMF2, her certificate was
received on 27 Aug 02, which means it should have been present for the
CY02B board. However, even if the certificate was missing, we believe
this would constitute a harmless error since the Officer Selection
Brief for the CY02A board does reflect that the applicant was “Board
Certified.” Based on the lack of compelling evidence presented by the
applicant, we find no basis to recommend granting the relief
requested.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

HQ AFPC/DPPPE states the applicant alleges his DAFSC, Duty Title, Key Duty description and the first bullet of Section IV of his PRF that was reviewed by the central selection board were incorrect.
