APPLICANT REQUESTS THAT:
She be awarded ten (10) Inactive Duty Training (IDT) points and a year of
satisfactory service for retirement year ending (RYE) 23 January 2002.

APPLICANT CONTENDS THAT:
She was not properly informed when to perform her IDTs. She was advised by
her NCOIC to complete her required IDTs by 30 September of each year. She
was in the process of completing her required IDTs when she was told by her
Program Manager not to complete any more IDTs because she would then have
to pay back the government.
In support of her application, she provides email communication regarding
IDT clarification. Her complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
On 7 February 2000, the applicant, a Reserve officer, became a member of
the Individual Mobilization Augmentee (IMA) program in the grade of
captain, with an effective date of rank of 31 July 1997. Based on prior
Army/Air Force enlisted and commissioned service, she has a total federal
commissioned service date of 31 July 1990 and a paydate of 23 January 1977.
As of the Retirement Year Ending (RYE) 23 January 2001, she was credited
with 24 years of satisfactory Federal service. The Military Personnel Data
System reflects that effective 1 October 2002, she was assigned to the
Retired Reserve with pay at age 60.
For RYE 23 January 2001, the applicant was credited with 13 active duty, 38
inactive duty and 15 membership points, for a total of 66 points and a
satisfactory year of Federal service.
As of the RYE 23 January 2002, she was credited with 13 active duty, 12
inactive duty and 15 membership points, for a total of 40 points and an
unsatisfactory year of Federal service.

AIR FORCE EVALUATION:
ARPC/DPP recommends the application be denied. On 7 February 2000 the
applicant entered the Individual Mobilization Augmentee (IMA) program. The
applicant completed 12 IDT points during the Retention/Retirement (R/R)
year 24 January 2001 through 23 January 2002. She did not perform any IDT
points during the R/R year 24 January 2001 through 23 January 2002. She
did not perform any IDTs after April 2001. An IMA member is allotted pay
for 12 IDT days per fiscal year. DPP states that the applicant will incur
no detriment to her Reserve retirement. She is eligible for retired pay at
age 60 and will receive credit for all the points earned in the RYE 23
January 2002.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 30
March 2001 for review and response within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the evidence
presented, we are not persuaded that favorable consideration of the
applicant’s request is appropriate. The applicant’s performance history
indicates that she has long been a member of the Reserve Forces and during
this time she has consistently met participation-training requirements. We
note that in February 2000 she began participating as an Individual
Mobilization Augmentee (IMA); however, we also note that during her first
year in the IMA program, she received a Point Credit Summary reflecting a
satisfactory year. The applicant’s contention that she was not properly
informed on when to perform her IDTs was considered; however, the applicant
has provided no evidence to corroborate her assertions of miscounseling.
In the absence of such evidence, we agree with the opinion of the Air Force
office of primary responsibility and adopt their rationale as the basis for
our conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied and that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.

For RYE 22 December 2002, the applicant is credited with 313 active duty (AD) points, 16 IDT points, 0 Extension Course Institute (ECI) points, 15 membership points, 344 total points and a satisfactory year of Federal service. The other letter the applicant submitted is from an IMA who claims to have also received misguided information when she entered the IMA program. If the Board rules in favor of the applicant, the Board would have to award the applicant 4 non-paid inactive duty training (IDT) points for Retention Year Ending (RYE) 22 April 1996 and 8 non-paid IDT points for RYE 22 April 1997.
