He be credited with an additional four points during Retirement
Year Ending (RYE) 29 Jan 03.

APPLICANT CONTENDS THAT:
He was told when he became an individual mobilization augmentee
(IMA) that his retention/retirement (R/R) date was 5 Dec and that
he needed to earn 50 points between 5 Dec and 4 Dec to have a “good
year.” At some point his records were audited and his R/R date was
changed to 30 Jan, but he was never notified of the change. If he
had been notified, he would have made sure that he had the required
points during his new R/R date of 30 Jan.
In support of his appeal, applicant submitted copies of his AF
Forms 40a documenting training he completed on 14 Dec 01 and
23 Jan 02, and a copy of his assignment order (RO DA-02930)
reflecting his R/R Date as 5 Dec.

STATEMENT OF FACTS:
Based on available records, applicant was commissioned in the
Reserve of the Air Force as a second lieutenant on 4 May 89. His
total federal commissioned service date/total years service date
(TFCSD/TYSD) is 4 May 89. Applicant entered the IMA program on
15 Dec 2000. He was reassigned from HQ ACC/FM to HQ AETC/FMFM on
18 Apr 01, his assignment order (RO DA-02930) reflected his R/R
date as 5 Dec.
He is currently serving in the grade of major, having been promoted
to that grade, effective 1 Oct 01.
During Retirement Year Ending 29 Jan 03, he was credited with
12 active duty (AD) points, 20 inactive duty (IDT) points, and 15
membership points, for a total of 47 total and retirement points,
and an unsatisfactory year of participation.

AIR FORCE EVALUATION:
HQ ARPC/DPP reviewed this application and recommended denial. The
applicant entered the IMA program on 15 Dec 00, and scheduled his
training based on an erroneous R/R date as indicated on his Reserve
order. The order reflected his R/R date as 5 Dec.
The applicant’s service history was audited on 21 May 02. In
accordance with Air Force Manual 36-8001, Reserve Personnel
Participation and Training Procedures, Table 2.4, his R/R date was
established as 30 Jan, the date he initially entered into military
service. The record shows a change of R/R date memorandum was sent
to the applicant on 3 Jun 02. An AF Form 526, ANG/USAFR Point
Credit Summary, prepared 20 Jun 02, was also sent to the applicant,
reflecting the correct R/R date and an unsatisfactory year of
federal service for RYE 29 Jan 02.
The applicant was notified, by two separate letters to his present
address of his R/R date change. The R/R date change occurred seven
months prior to the closeout of his new retirement year. The
period of time required to complete a satisfactory year of service
was extended by over one and one-half months, from 4 Dec 02 to
29 Jan 03. The applicant did not participate in Dec 02 or Jan 03.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 16 May 03 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After careful consideration of
the evidence of record and that provided by the applicant, it
appears that the applicant scheduled his training based on an
erroneous retention/retirement (R/R) date of 5 Dec, which was
reflected on his Reserve assignment order. After an audit of his
records, HQ ARPC established his R/R date as 30 January, the date
he initially entered into uniform service. The Air Force record
shows a change of R/R date memorandum was sent to the applicant;
nevertheless, we cannot determine with any certainty if the
applicant was aware of the change to his R/R date. Therefore, we
recommend that three inactive duty points received in Retirement
Year Ending (RYE) 29 January 2002 be transferred to RYE 29 January
2003. This recommendation will provide the applicant a
satisfactory year of service for Retirement Year Ending 29 January
2003. Accordingly, we recommend that the applicant’s records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. He was credited with 21 inactive duty training (IDT)
points rather than 24 IDT points during the Retirement Year Ending
29 January 2002, resulting in 36 total and retirement points rather
39 points.
b. He was awarded three additional IDT points during the
Retirement Year Ending 29 January 2003, resulting in 50 total and
retirement points and a year of satisfactory Federal service.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that:
a. He was credited with 21 inactive duty training (IDT)
points rather than 24 IDT points during Retirement Year Ending 29
January 2002, resulting in 36 total and retirement points rather
39 points.
b. He was awarded three additional IDT points during the
Retirement Year Ending 29 January 2003, resulting in 50 total and
