APPLICANT REQUESTS THAT:

His DD Form 214 be corrected to show Gulf War Service In-Theater start
and end dates.

APPLICANT CONTENDS THAT:

The Gulf war in-theatre start was approximately April or May 1991, and
ended 1 October 1991.

In support of the appeal, applicant submits  a  copy  of  his  Veteran
Identification Data, a copy of his DD Form 214 showing  the  award  of
Southwest Asia Service Medal with 1 Bronze Star; a copy of DOD 1348.33-
M, “Manual of Military  Decorations  and  Awards,  Summary,  and  C6.7
Southwest Asia Service Medal (SWASM) C6.7.1 Eligibility Requirements.

Applicant's complete submission,  with  attachments,  is  attached  at
Exhibit A.

STATEMENT OF FACTS:

The applicant entered the Regular Air Force on 14  March  1988  for  a
period of 4 years.

There are no documents in applicant’s Master  Personnel  Records  that
shows specific dates of service in the Gulf  War.   His  DD  Form  214
states he served in support of DESERT SHIELD/STORM from 2 August  1990
to 6 April 1991.

AIR FORCE EVALUATION:

AFPC/DPAPP2 recommends the application be denied.  There are no source
documents that confirm specific Gulf War In Theater Dates.

A complete copy of the evaluation, with  attachment,  is  attached  at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 7 February 2003, a copy of the Air Force evaluation  was  forwarded
to the applicant for review and response within 30 days.  As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for  the  conclusion  that  the
applicant has not been the  victim  of  an  error  or  injustice.   As
indicated, the applicant was asked to review his personnel records  to
see if he might  have  any  documents  that  had  specific  dates  and
location in the area of responsibility.  However, he did not  respond.
Therefore, in the absence of evidence to  the  contrary,  we  find  no
compelling basis to recommend  granting  the  relief  sought  in  this
application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
