APPLICANT REQUESTS THAT:
A DD Form 215 be issued to correct his DD Form 214 to show award of the
Southwest Asia Service Medal (SWASM).

APPLICANT CONTENDS THAT:
He served with the 517 Air Logistics Squadron at Elmendorf AFB, AK, and
they flew support missions for operations DESERT SHIELD/STORM from 2 August
1990 through 30 June 1994 which is stated in Block 18 of his DD Form 214.
In support of his request, applicant provided a copy of his DD Form 214.
Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The SWASM is awarded to members of the U.S. Armed Forces who served in
direct support of Operations DESERT SHIELD/STORM (ODS/S) between 2 August
1990 and 30 November 1995 in one or more of the following Areas of
Eligibility (AOE): Persian Gulf, Red Sea, Gulf of Oman, Gulf of Aden, that
portion of the Arabian Sea that lies north of 10 degrees N latitude and
west of 68 degrees E longitude, and the land areas of Iraq, Kuwait, Saudi
Arabia, Oman, Bahrain, Qatar, and the United Arab Emirates; or individuals
serving in Egypt, Israel, Turkey, Syria, and Jordan (including territorial
airspace and waters) directly supporting combat operations between
17 January 1991 and 30 November 1995.
Applicant entered Active Duty on 5 February 1988 and, upon completion of
Basic Military Training and Technical Training, was assigned to Elmendorf
AFB, AK, until being released from Active Duty on 30 June 1994. Although
his performance reports list several deployments, none state that he served
in the AOE and the statement contained on his DD Form 214 stating he served
in support of ODS/S, is the standard statement contained on all members
discharge certificates who served during ODS/S.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial as they cannot verify he served in the AOE to
be considered for the SWASM, and state he needs to provide official
documentation (travel voucher, travel order, decoration, etc.) to verify he
served in the AOE.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 29
September 2006 for review and comment within 30 days. However, as of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. Therefore,
in the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.
