His Southwest Asia Service Medal is missing.
In support of the appeal, applicant submits two copies of his DD Form

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 31 July 1992. On 28
August 1996, he was honorably released from active duty and
transferred to the Air National Guard in the grade of senior airman (E-
4), having served 4 years and 28 days on active duty. He received no
credit for foreign or Southeast Asia service.

AIR FORCE EVALUATION:
AFPC/DPAPP2 states that there are no documents in applicant’s Master
Field Personnel Record that support his claim for service in Southwest
Asia. On 15 April 2003, DPAPP2 informed the applicant to make a
thorough search of his personal files to see if he had any documents
they can use to verify any TDY to the AOR during OPERATION DESERT
SHIELD/STORM. He was also informed that the types of documents needed
are TDY orders, travel vouchers or flight records. He was further
informed that without documents confirming a location with a start and
stop date they cannot credit him with any foreign service. The
applicant did not respond. Therefore, they recommend denial of
applicant’s request. A complete copy of the evaluation is attached at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 3 June 2003, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for the conclusion that the
applicant has not been the victim of an error or injustice. The
applicant was asked to furnish documents he might have to verify his
TDY; however, he did not reply to the request. We again state that if
documentation is provided verifying his TDY, we would be willing to
reconsider his request. In the absence of such evidence, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

His Air Force Form 7 does show he was TDY to Southeast Asia for a total of 97 days during 1969. Although the applicant provided no evidence to show actual locations while TDY to Southeast Asia (SEA), it was noted that his DD Form 214 reflects award of the Vietnam Service Medal (VSM) and the Republic of Vietnam Campaign Medal (RVCM). The DVA denied his request because his military records reflect service in Southeast Asia (SEA), but not specifically in Vietnam.
