expressed concern about retaining the date of rank he held in the reserves, 26

and Dates of Rank, his date of rank would have to be readjusted by
backdating his extended active duty date by one day for each day of active
commissioned service and one-half day for each day of reserve commissioned
service. As a result he would enter active duty in the grade of captain with

that retaining his original date of rank will make it almost impossible for

The AETCI, dated 14 Apr 95, stated that prior service personnel enlisting as recruiters would retain the DOR held on their previous enlistment. On 30 Jan 96, HQ AFRSRSO released a PROMIS message correcting the policy on recruiter enlistees to coincide with the policy for other prior-service accessions (the revised AETCI 36-2002, published 1 Oct 97, reflects the change). Applicant provides copies of his enlistment order (SO 145-5) reflecting his enlistment DOR as 20 Jul95, an amendment to...
Applicant states he lost leave because his residency program prevented him from taking normal leave. Therefore, he had 79 days on 1 Oct 96, used 13 days, and had 96 days as of 30 Sep 97. He requests reinstatement of lost leave based on AFBCMR’s rationale for restoring 19 days on 3 Jul97.
The applicant states personnel at the Military Personnel Flight erroneously completed an AF Form 964 and updated this data (MPF) at which indichted he refbsed to get retainability for a PCS to the CONUS. Further, he states that he visited the Air Force Personnel Center (AFPC) on 12 Sep 97 where he was “promoted” to SSgt in an impromptu ceremony. Recommend the applicant’s record be corrected to reflect that he was promoted to staff sergeant effective and with DOR of 1 Sep 97.
A complete copy of the Air Force evaluation is attached at Exhibit D. The Staff Judge Advocate, HQ AFPC/JA, reviewed the application and believes that the relief sought by the applicant (with the exception of his request that his 1984 OER be removed) should be granted and the actions recommended by HQ ARPC/DA be taken in this case. The applicant submitted an application to the Air Force Board for Correction of Military Records (AFBCMR 95-01 971 , dated 21 July 1995) requesting he be...
