MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR 

SUBJECT: 

Having carefully reviewed this application, we agree with the recommendation of the Air 
Force and adopt the rationale expressed as the basis for our decision that the applicant has been 
the victim of either an error or an injustice.  Therefore, under the authority delegated in AFI 36- 
2603, the applicant's records will be corrected as set forth in the accompanying Memorandum for 
the Chief of Staff signed by the Executive Director of the Board or his designee.

SUBJECT: 

Applicant requests his S S g t  date of rank @OR) be corrected to reflect the DOR he held 
prior to separating from the Regular Air Force (RegAF) on his previous tour.  He contends that 
he enlisted with the understanding that he would retain his previous S S g t  DOR in accordance 
with AETCI 36-2002, Recruiting Procedures for the Air Force.  The AETCI, dated 14 Apr 95, 
stated that prior service personnel enlisting as recruiters would retain the DOR held on their 
previous enlistment.  On 30 Jan 96, HQ AFRSRSO released a PROMIS message correcting the 
policy on recruiter enlistees to coincide with the policy for other prior-service accessions (the 
revised AETCI 36-2002, published 1 Oct 97, reflects the change). 

Applicant provides copies of his enlistment order (SO 145-5) reflecting his enlistment 

DOR as 20 Jul95, an amendment to the orders (1 88-005) correcting enlistment DOR to 
1 Nov 86, and a revocation of the amendment (12 1-003). The revocation was apparently 
accomplished to bring his DOR into compliance with the new policy. 

The summary report of the 25 Feb- 18 Jun 98 IG investigation states, “Paragraph 

2.26.13.1 of the 1995 version of AETCI 36-2002 was wrong.”  We sought clarification on the 
applicability of the change from AFRS personnel assisting with the investigation. They advised 
that the PROMIS message applied to all enlistments dating back to the 14 Apr 95 effective date 
of the AETCI. 

Although we appreciate the efforts of HQ AFRS to ensure the policy change is fairly 

applied, we believe the applicant has a valid complaint.  The 14 Apr 95 AETCI clearly stated he 
would receive his original S S g t  DOR, and the PROMIS message was unclear on the applicability 
plicant’s request to restore his SS5  DOR
