RECORD OF PROCEEDINGS

AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: BC-2012-02623

 COUNSEL: NONE

 HEARING DESIRED: NO

________________________________________________________________

APPLICANT REQUESTS THAT:

Her pay date, date of rank and dates of service be corrected.

________________________________________________________________

APPLICANT CONTENDS THAT:

Her promotion date from E-4 to E-5 is incorrect. The years of
service and pay dates reflected in her records are also
incorrect.

The applicant’s complete submission, with attachments, is at
Exhibit A.

________________________________________________________________

STATEMENT OF FACTS:

The applicant is a technical sergeant in the Air Force Reserve.
She was discharged from the Army Reserves on 9 September 2008
and enlisted in the Air Force Reserve on 21 November 2008.

In accordance with AFI 36-2604, Service and Dates of Rank, when
computing the date of rank at enlistment for airmen enlisting
into the Air Force Reserve, for an airman who is discharged from
any U.S. armed force without a military service obligation and
does not immediately enlist with the Air Force Reserve (break in
service), add the break in service with the date of rank held
while serving in the previous component by subtracting the date
of separation from the date of enlistment and adding one day.

________________________________________________________________

AIR FORCE EVALUATION:

AFRC/A1K recommends approval of the applicant’s request to
correct her date of rank and pay date. Based on the
documentation provided, the applicant’s date of rank should be
corrected to reflect 29 August 2003. Additionally, her pay date
should be corrected to reflect 26 July 2000 due to her break in
service.

The complete A1K evaluation, with attachment, is at Exhibit C.

EXAMINER’S NOTE: Pursuant to the A1K advisory, I contacted
PCARS and confirmed the applicant’s years of service would not
be affected by this break in service. It was also confirmed
that she has been credited for “good years” towards retirement
since her enlistment into Air Force Reserve in 2008.

________________________________________________________________

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the
applicant on 24 September 2012 for review and comment within
30 days. As of this date, this office has received no response
(Exhibit D).

________________________________________________________________

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by
existing law or regulations.

2. The application was timely filed.

3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took note
of the applicant’s complete submission, to include the
recommendation by the Air Force office of primary responsibility
and agree with their recommendation. The applicant’s service
dates should be corrected in accordance with applicable
guidelines. With regard to the applicant’s request to have her
service dates be corrected, it appears this issue has been
addressed by the appropriate officials and therefore no further
action is required by this Board. Therefore, we recommend that
the applicant’s record be corrected to the extent indicated
below.

________________________________________________________________

THE BOARD DETERMINES THAT:

The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show a Date of Rank
to the grade of E-5 of 29 August 2003, rather than 15 June 2003;
with a pay date of 26 July 2000, rather than 23 July 2000.
