RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2012-02003
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
1. Her Individual Mobilization Augmentee (IMA) service dates be
updated as active duty retirement credit days for the period
16 Sep 93 through 13 Apr 99.
2. Her pay grade be amended to reflect O3E rather than O3.
_________________________________________________________________
APPLICANT CONTENDS THAT:
She should receive active duty/retirement credit for all her
active duty and Inactive Duty Training (IDT) days she completed
while assigned as an IMA. She held the pay grade of O3E the last
six years of her military career. She never received an official
copy of her DD Form 214.
The applicant's complete submission is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant is a former Air Force Reserve member who retired on
1 Oct 10.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force, which is attached at Exhibit C.
_________________________________________________________________
AIR FORCE EVALUATION:
AFRC/A1K recommends disapproval of the portion of the applicants
request regarding receiving credit for man and IDT days, while
assigned as an IMA. The applicant has not provided any
supporting documentation, such as Military or Reserve Personnel
Appropriation orders or IDT training documentation to
substantiate her claim. Without official documentation it cannot
be determined if any points should be credited towards her
retirement. Notwithstanding the above, AFRC/A1K has confirmed
the applicant did hold the pay grade of O3E/Captain from
11 Oct 02 through 30 Sep 10. As for her request for a copy of
her DD Form 214, AFRC/A1K forwarded a copy of the requested
document to the applicant.
A complete copy of the AFRC/A1K evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 25 Jun 12, for review and comment within 30 days (Exhibit D).
As of this date, no response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting
correction of the applicants record to credit her with
additional active and inactive service. Other than her own
uncorroborated assertions, the applicant has not provided any
evidence that would indicate that she was not appropriately
credited for the service she performed while she served in the
individual mobilization augmentee (IMA) program. Therefore, in
the absence of such evidence, we find no basis to recommend
granting this aspect of the applicants request. Notwithstanding
the above, sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting a
change in the applicants pay grade. In this respect, we note
the comments of the Air Force office of primary responsibility
indicating the applicant held the noted pay grade from 11 Oct 02
through 30 Sep 10. Therefore, we recommend the applicants
records be corrected to the extent indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to the APPLICANT be corrected to show that she held the
pay grade of O3E from 11 Oct 02 through 30 Sep 10.
