APPLICANT REQUESTS THAT:
He be paid $20,000.00 bonus over the course of 3 years as stated
in his agreement.

APPLICANT CONTENDS THAT:
He is being denied the full amount of his affiliation bonus from
ARPC due to an error made by the Career Advisor. The bonus had
a major impact on his decision to join the 926th AMXS. He would
not have moved to Tucson, Arizona and remained with the
squadron.
In support of his appeal, the applicant provides a copy of the
ADD Form 4/1, Enlistment/Reenlistment Document Armed Forces of
the United States, AF IMT 4021, Application for Incentive
Participation, AF IMT 1288, Affiliation For Ready Reserve
Assignment, Written Agreement Affiliation Bonus, and several e-
mails.

STATEMENT OF FACTS:
According to documentation submitted by the applicant, on 21
June 2009, the applicant signed an enlistment agreement agreeing
to serve in the Air Force Reserves for 3 years. Pursuant to
that agreement, the applicant was furnished an AF Form 1288,
stating he met the initial eligibility requirements for the
Prior Service Affiliation Bonus, contingent upon approval of HQ
AFRC/A1BR. The applicant and the Service Representative signed
the Written Agreement Affiliation Bonus, stating he would
receive an affiliation bonus of $20,000.00.

AIR FORCE EVALUATION:
AFRC/A1K recommends denial. Enlistment bonuses are determined
by eligible AFSC on the actual date and term of enlistment. The
bonus affiliation incentives are $20,000.00 for 6 year
enlistments in a critical skill and $15,000.00 for 6 year
enlistments and $7.5 for 3 year enlistments. At the time of his
enlistment, the applicant was eligible for the $7,500.00 bonus
for his 3 year enlistment.
Although the applicant has provided documentation showing he was
miscounseled by the Career Assistance Advisor (CAA), the
application for Incentive Participation can only be approved by
AFRC/A1KP. Furthermore, when he inquired about the additional
bonus money, he was advised by his current CAA and the AFRC
Retention manager the bonus for a 3 year enlistment is $7500.00.
If the member would like to qualify for the $20,000.00 bonus,
they request he be given the option to change his reenlistment
from 3 to 6 years effective 21 June 2009. If the member chooses
not to reenlist for 6 years, the request should be disapproved.

Examiners Note: By email on 7 May 2012, the applicant
indicated his desire to correct his term of enlistment to
reflect 6 years vice 3.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 29 February 2012, for review and comment within
30 days (Exhibit C). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. AFRC/A1K has confirmed that
although the applicant has provided documentation showing he was
miscounseled by the CAA, enlistment bonus entitlements are
determined by eligible AFSCs based on the actual date and term of
enlistment. Consequently, the amount of bonus the applicant has
received is correct based on his enlistment for a period of three
years. However, AFRC/A1K has recommended the applicant be offered
the option of changing his three-year enlistment to six in order
to qualify for the $20,000.00 bonus. The applicant has
subsequently responded and indicated in writing his desire to
change his term of enlistment to six years. Accordingly, we
recommend his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that he reenlisted in
the Air Force Reserve on 21 June 2009, for a period of six (6)
years, rather than three (3) years, with entitlement to the
affiliation bonus.
