RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2009-00925
COUNSEL: NONE
HEARING DESIRED: NO
___________________________________________________________________
APPLICANT REQUESTS THAT:
1. Her 19 Apr 08 through 5 May 08 break-in-service be removed from
her records.
2. She be offered a reenlistment bonus for the 3S2X1 career
field.
___________________________________________________________________
APPLICANT CONTENDS THAT:
She completed her physical on 5 Apr 08 and was told that she could
begin participating in the Reserve program as of that date.
However, she did not perform duty until May 08; she rescheduled her
April drill for another date. When she inquired about her pay
date, she was told it would be the date (19 Apr 00) she joined the
Air Force. She later found out her pay date had been changed to
30 Sep 00. She became very upset once she realized she had
incurred a break-in-service. She was told her recruiter should
have reenlisted her immediately; however, he did not and therefore
she incurred a break in service.
After reenlisting, she found out the 3S2X1 career field was on
the bonus list; however, she was not offered the bonus. She
believes she should receive the reenlistment bonus because she met
the reenlistment criteria.
In support of her request, applicant provides a personal statement,
a supporting statement from her superintendent, a copy of an
e-mail, a letter from ARPC/DPAAR, a copy of her AF IMT 1288, Application for Ready Reserve Assignment, a copy of her pay record,
and a copy of her DD Form 4/1, Enlistment/Reenlistment Document
Armed Forces of the United States.
Her complete submission, with attachments, is at Exhibit A.
___________________________________________________________________
STATEMENT OF FACTS:
The applicant provides a copy of her AF IMT 1288, Application for
Ready Reserve Assignment, which was signed by the personnel
superintendent on 28 Mar 08 and processed by the gaining military
personnel flight with an Estimated Date Change in Strength
Accountability (EDCSA) date of 31 Mar 08. The applicant enlisted
into the Air Force Reserve for 3 years on 6 May 08.
___________________________________________________________________
AIR FORCE EVALUATION:
AFRC/A1K recommends the break-in-service be changed to 2 May 08
versus 5 May 08. A1K acknowledges the applicant has provided
evidence to show the existence of an administrative error. A1K
states that if her request is approved, DPAAR should review her pay
date and verify her reenlistment bonus eligibility.
The A1K complete evaluation is at Exhibit C.
___________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 31 Dec 09 for review and comment within 30 days. As of this
date, this office has received no response.
___________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice warranting corrective action.
We note the Air Force Reserve OPR confirms the applicants claim
that an administrative error did occur and recommends approval.
We are in agreement with their assessment. With regard to her
reenlistment bonus eligibility, we have received confirmation from
AFRC/A1KP that she is eligible for a reenlistment bonus. However,
an exact amount will be determined upon a review of her records
and based upon Air Force Reserve guidance and policy. Therefore,
we recommend the records be corrected as indicated below.
______________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that she reenlisted on
17 April 2008, rather than 6 May 2008, for a period of three (3)
years, with a Air Force Reserve reenlistment bonus entitlement
based upon Air Force Reserve guidance and policy.
