RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF:	DOCKET NUMBER: BC-2011-04846
		COUNSEL: NONE
		HEARING DESIRED: NO

________________________________________________________________
_

APPLICANT REQUESTS THAT:

His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be updated to reflect his foreign
service.

________________________________________________________________
_

APPLICANT CONTENDS THAT:

He was discharged almost 40 years ago and did not realize that
his DD Form 214 did not reflect his service in Korea. After
finishing technical school, he was stationed at Yokota Japan,
which was a 2-year remote assignment. His regular temporary
deployments to Korea are omitted from his discharge paperwork.

In support of his request, the applicant provides three personal
statements, a copy of his DD Form 214, copies of AF Form 626,
Request and Authorization for Temporary Duty – Military, a copy
DD Form 1351-2, Travel Voucher or Subvoucher, excerpts from his
training records, and a printout of the Korea Defense Service
Medal.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted into the Regular Air Force on 13 Dec 68.
He received an honorable discharge on 7 Dec 72 after serving a
total of 4 years, 1 month, and 9 days on active duty.

The applicant’s DD Form 214 reflects 2 years of foreign service.
Block 30 Remarks section reflects “INDOCHINA-NO; VIETNAM-NO;
KOREA-NO.”

The remaining relevant facts pertaining to this application are
contained in the letters prepared by the appropriate offices of
the Air Force, which is at Exhibit C.

AIR FORCE EVALUATION:

AFPC/DPAPP recommends denial. They provided the applicant with
a letter verifying foreign service in Japan and in the Republic
of Korea, but for only 5 days in Korea. The applicant did not
agree.

The complete DPAPP evaluation is at Exhibit C.

________________________________________________________________
_

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the
applicant on 27 Jun 13 for review and comment within 30 days.
As of this date, this office has received no response.

_

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by
existing law or regulations.

2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.

3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that relief beyond the
letter verifying his five days in Korea is not warranted.
However, t he Board is willing to reconsider his request should
the applicant provide additional supporting documents to verify
his service in Korea. Therefore, in the absence of evidence to
the contrary, we find no basis to recommend granting the relief
sought in this application.

________________________________________________________________
_

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
