APPLICANT REQUESTS THAT:
His records be corrected to reflect Foreign Service and award
entitlements for his service in Vietnam and Korea.

APPLICANT CONTENDS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, does not show his overseas duty or
ribbons.
He was in Korea from 1968 1969, and was on Temporary Duty (TDY)
to Vietnam.
In support of his request, the applicant provides copies of his
DD Form 214; and a DD Form 1482, MAC Transportation
Authorization.

STATEMENT OF FACTS:
The applicant served on active duty in the Air Force from 23 Mar
66 22 Jan 70.
The applicants DD Form 214, reflects no Foreign and/or Sea
Service.
The DD Form 1482 reflects he was to report to Kimpo Air Base,
Korea no later than 1700, 17 Dec 69, for a flight to Kadena Air
Base, Japan.
On 22 Jan 70, he was honorably released from active duty in the
grade of E-4, and transferred to the Air Force Reserve.
HQ AFPC/DPAPP, was able to verify service in Korea (boots on the
ground), from 16 Oct 69 to 17 Dec 69, and on this basis will
administratively correct his DD Form 214, Item 22c, Foreign
and/or Sea Service, to reflect 0 years, 2 months, and 1 day of
Foreign Service.
Upon verification of his service in Korea, HQ AFPC/DPSIDR was
able to verify his entitlement to the Korean Defense Service
Medal (KDSM); this medal will also be added to his DD Form 214.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial of the applicants request for
service and/or awards for service in Vietnam.
HQ AFPC/DPAPP was not able to confirm the applicant served in
Vietnam; therefore, the applicant is ineligible for Vietnam
service awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 9 Apr 10, a copy of the Air Force evaluation was forwarded to
the applicant for review and comment within 30 days. To date, a
response has not been received (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion the applicant has not
been the victim of an error or injustice. We note the
applicants DD Form 214 will be administratively corrected to
include Foreign Service in Korea from 16 Oct 69 to 17 Dec 69 and
award of the KDSM. However, the applicant has not provided
documentation to substantiate his claim that he was physically in
Vietnam. Therefore, aside from the administrative correction
noted above, we find no basis to recommend granting further
relief in this case.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
