RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2012-01495
COUNSEL: NONE
HEARING DESIRED: NO
________________________________________________________________
APPLICANT REQUESTS THAT:
His records be corrected to reflect that he served in a war zone
in Korea from 1954 to 1955.
________________________________________________________________
APPLICANT CONTENDS THAT:
His service in Korea was not reflected on his DD Form 214, Report of Separation from the Armed Forces of the United States.
In support of his request, the applicant provides a copy of his
DD Form 214.
The applicants complete submission, with attachment, is at
Exhibit A.
_________________ ______________________________________________
STATEMENT OF FACTS:
The applicant initially entered active duty on 21 Mar 54.
On 10 Mar 56, the applicant was released from active duty, and
credited with 1 year, 11 months, and 8 days of active service.
On 18 Jul 12, AFPC/DPAPP notified the applicant they were able
to confirm his boots on the ground foreign service time at
Itazuke Air Base, Japan, from 20 Aug 54 to 24 Feb 56, for one
year, six months, and five days. That information is reflected
correctly on his DD Form 214.
According to information obtained from the the Air Force
Historical Research Agency, Mishima Island, Japan is located at
34 degrees, 46 minutes, 41 seconds North; 131 degrees, 8
minutes, 23 seconds East. Therefore, Mishima Island was located
outside the designated Korean War Zone.
The remaining relevant facts pertaining to this application are
described in the letter prepared by the Air Force office of
primary responsibility (OPR) which is included at Exhibit C.
________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends denial, indicating there is no evidence
of an error or injustice. A review of the applicants Master
Personnel Records and the documentation he submitted failed to
identify any documents that substantiate foreign service in
Korea.
A complete copy of the AFPC/DPAPP evaluation is at Exhibit C.
________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Although his headquarters was at Itazuke Air Base, Japan, he was
only there for a few days because he served on Mishima Island
for the majority of his time in the Korean War. Mishima Island
was in the Korean War Zone. The fact that he did not pay United
States Federal taxes during that period should prove this
contention (Exhibit E).
________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we note that according to the Air
Force Historical Research Agency, the Japanese Island on which
the applicant was stationed was not located within the
designated Korean War Zone. The applicants contentions are
duly noted, however, other than his own assertions, he has
provided no evidence to indicate that he is the victim of an
error or injustice. Therefore, in view of the above and in the
absence of evidence to the contrary, we find no basis for us to
recommend granting the requested relief.
________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

The applicants AF Form 11, Officer Military Record, reflects foreign service from 28 Jan 68 to 1 July 68 for 155 days. While the applicant has not provided conclusive evidence of the exact length of time he was in Korea, it is our opinion that the available evidence appears to weigh more in favor of amending the applicants DD Form 214 to reflect his foreign service as requested. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to...

His time with the 452nd in Japan was from 15 Nov 50 until 7 Jan 51 (2 months and 7 days) which meets the 30 consecutive days requirement. Applicant’s official record reveals that he served in Japan, from 15 Nov 50 to 7 Jan 51, not in Korea. After a thorough review of the applicant’s submission and the available evidence of record, we are not persuaded that the relief requested should be granted.

At the time of his retirement the KDSM was not yet authorized and was not included in his military records. DPSIDR states that based upon review of the applicants military records and the documentation provided they believe an injustice may exist. After reviewing the documentation submitted, we believe, the applicant has provided sufficient evidence to support award of the KDSM.
