APPLICANT REQUESTS THAT:

His records be corrected to reflect he was  awarded  the  Presidential
Unit Citation (PUC) and the Kuwait Liberation Medal-Kuwait (KLM-K).

APPLICANT CONTENDS THAT:

One award was overlooked at the time of his discharge  and  the  other
medal was not available at the time.

In support of his request, the applicant provided a  copy  of  his  DD
Form 214 and documents extracted from his military records.

Applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant’s records reflect he served on active duty  from  28 Jun
89 through 30 Jun 95.

On  8  Jan  08,  HQ  AFPC/DPSIDR  informed  the  applicant  that   his
entitlement to the KLM-K had been verified and the award will be added
to his DD Form 214.

AIR FORCE EVALUATION:

HQ AFPC/DPSIDR recommends the request for award of the PUC be  denied.
DPSIDR was unable to verify his deployed  unit  was  awarded  the  PUC
while he was deployed to Saudi Arabia.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  18
Jan 08, for review and response within 30 days.  As of this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or  injustice  warranting  award  of  the  PUC.
Having found no evidence that the applicant's  unit  was  awarded  the
PUC, we agree with the opinion and recommendation  of  the  Air  Force
office of primary responsibility and adopts its rationale as the basis
for their conclusion the applicant has not been the victim of an error
or injustice with respect to his  request  for  the  PUC.   Therefore,
other than the administrative correction  to  add  the  KLM-K  to  his
records  we  find  no  compelling  basis  to  recommend  granting  the
additional relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
