APPLICANT REQUESTS THAT:
All ribbons, medals or awards earned while on temporary duty (TDY) in
Bein Hoa AB, Vietnam, and the Air Force Commendation Medal (AFCM)
earned while stationed in Korat, Thailand, be reflected on his DD Form
214.

APPLICANT CONTENDS THAT:
The Veterans of Foreign Wars (VFW) brought to his attention that he
should have his TDY service in Vietnam listed and medals awarded.
In support of his request, the applicant provided a copy of his DD
Form 214. His complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 17 Jun 71.
According to his performance reports for the period 17 Jun 71 through
27 Feb 73, the applicant was assigned to the 354th Field Maintenance
Squadron (354 FMS) at Myrtle Beach AFB, SC, as an aircraft pneudraulic
repairman, and served in Korat, Thailand, for 4 months and 17 days.
After four years of active service, he was honorably released from
active duty in the grade of sergeant on 16 Jun 75 and transferred to
the Air Force Reserve, from which he was honorably discharged on
20 Apr 77.
Pursuant to his submitting his AFBCMR application, HQ AFPC/DPAPP wrote
to the applicant on 29 Sep 06 requesting he provide documents such as
travel vouchers, flight records or TDY orders that verify his TDY to
Vietnam. An individual contending to have been the applicant’s
roommate in Thailand forwarded an undated letter to HQ AFPC/DPAPP. He
asserts he and the applicant served together at Korat AB, Thailand for
the 1972-1973 time period and on occasion the applicant was sent to
Bein Hoa AB, Vietnam, “to perform maintenance on aircraft which were
forward deployed in support of the ongoing war effort.”
As a result, the applicant’s DD Form 214 will be administratively
corrected to reflect receipt of the Presidential Unit Citation PUC),
the Air Force Outstanding Unit Award (AFOUA), and the Vietnam Service
Medal (VSM).

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial with respect to the AFCM. While DPPPR
was able to verify the applicant is entitled to the PUC, the AFOUA,
and the VSM, they were unable to locate official documentation
(special order, recommendation, etc.) verifying he was recommended for
the AFCM. A written recommendation for an award must be made by
someone in the member’s chain of command at the time of the incident
who had firsthand knowledge of the acts/achievements and be submitted
through a congressional member who can ask a military service to
review a proposal for a decoration based on the merits of the proposal
and the award criteria in existence when the event occurred.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 15 Dec 06 for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. HQ AFPC has confirmed the
applicant’s DD Form 214 will be administratively corrected to reflect
receipt of the PUC, the AFOUA, and the VSM. Therefore, the only issue
remaining for this Board’s consideration pertains to the AFCM. After
careful review of the applicant’s submission and his available
records, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting relief
with respect to the AFCM. Should the applicant provide documentation
verifying he was recommended for the AFCM by someone in his chain of
command at the time who had knowledge of the achievement, we would be
willing to review his case for possible reconsideration. However, the
submission of such documentation does not inherently guarantee the
applicant’s request will be granted.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
