APPLICANT REQUESTS THAT:
He be given Special Selection Board (SSB) consideration for the Calendar
Year 2006C (CY06C) Lieutenant Colonel Central Selection Board (CSB),
with a corrected Officer Selection Brief (OSB) included in his Officer
Selection Record (OSR).

APPLICANT CONTENDS THAT:
The duty history listed on his OSB was incorrect and prevented him from
receiving fair consideration by the CY06C Lieutenant Colonel CSB. He
discovered the error in 2006 and made multiple attempts to get it
corrected prior to the board convening.
In support of his request, the applicant submitted a statement from the
355th Mission Support Squadron Deputy Commander stating how the
applicant attempted to get errors in his record corrected and lends his
support for the applicant to receive an SSB.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade
of Major.
On 28 November 2006, he was considered and nonselected for promotion by
the CY06C Lieutenant Colonel CSB.

AIR FORCE EVALUATION:
AFPC/DPAO recommends the incorrect duty title be replaced with HH-60G
Instructor pilot/Assistant Director of Operations,” based on his Officer
Performance Report (OPR) for that period. DPAO further states they
defer to DPPPO for SSB consideration.
The DPAO evaluation is at Exhibit C.
AFPC/DPPPO recommends denial. DPPPO states in part, after careful
review of his application that office does not believe the
administrative error in the second half of his 1 July 2006 duty title on
his OSB caused his nonselection for promotion. HQ AFPC/DPAO, Operations
Assignments Division, provided an advisory stating that the correct 1
July 2006 duty title is HH-60G Instructor Pilot/Assistant Director of
Operations, not Assistant Operations Officer as alleged by the
applicant. The applicant’s respective OPR and Promotion Recommendation
Form (PRF) contained the correct duty title as HH-60G Instructor
pilot/Assistant Director of Operations, which the board members reviewed
and took into consideration in evaluating his record. Correcting the
second part of the duty title from Assistant ADO as reflected on the OSB
to ADO does not introduce any new information that was not already
considered by the board members. The military Personnel Data System
reflects the corrected duty title as HH-60G Instructor Pilot/ADO.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states that despite several attempts to correct his OSB
prior to his primary selection board on 28 November 2006, his records
met the board with an error as reflected on his application.
Although AFPC/DPPPO acknowledges this error, they have recommended
denying his request for SSB consideration with a corrected OSB. Their
justification is that the correct duty title could be found elsewhere in
his OPR and thus does not introduce new information not already
considered by the board member. Several senior officers in his chain of
command have sat on promotion boards and they have advised him to seek
SSB consideration. They commented that promotion boards rely heavily on
the duty history reflected on the OSB and board members do not have time
to review all the duty titles on the OPRs. Based on their feedback he
feels this error could easily have negatively impacted his consideration
for promotion. Given the uncertain
nature of what the promotion board focused on to determine his duty
history, he respectfully requests favorable consideration in meeting an
SSB.

1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice in regards to the applicant’s request
that his OSR be corrected to reflect a corrected duty title and he be
given SSB consideration. The Board notes the applicant’s Officer
Selection Brief (OSB) did not reflect the correct duty title of “HH-
60G Instructor Pilot/Assistant Director Operations at the time he was
considered for promotion by the CY06C Major Central Selection Board.
While it cannot be conclusively determined whether or not the
incorrect duty title was the sole reason for the applicant’s
nonselection for promotion by the Board in question, we do believe
that it served to deprive him of fair and equitable consideration. In
view of the above and in order to resolve any injustice in favor of
the applicant, we recommend that his records be corrected to the
extent indicated below.
4. The applicant's case is adequately documented and it has not been
shown that a personal appearance with or without counsel will
materially add to our understanding of the issue(s) involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) prepared for the Calendar Year 2006C, Lieutenant Colonel
Central Selection Board be, and hereby is, amended in the Assignment
History section, by changing the Duty Title effective 1 July 2006,
“HH60G INSTRUCTOR PILOT/ASST ADO” to “HH60G INSTRUCTOR PILOT/ADO”.
It is further directed that his record, to include the above corrected
OSB, reflecting the correct duty title be considered for promotion to
the grade of lieutenant colonel by a Special Selection Board for the
Calendar Year 2006C Lieutenant Colonel Central Selection Board and for
any subsequent boards in which the corrected Assignment History was not
a matter of record.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to xxxxxxxxxxxxx, be corrected to show that the Officer Selection
Brief (OSB) prepared for the Calendar Year 2006C, Lieutenant Colonel
Central Selection Board be, and hereby is, amended in the Assignment
History section, by changing the Duty Title effective 1 July 2006, “HH60G
