APPLICANT REQUESTS THAT:
His Officer Selection Brief (OSB) for the Calendar Year 2004B (CY04B)
Lieutenant Colonel (LTC) Central Selection Board (CSB) include his
current duty entry, “1 Jul 03 - Mil Dep & Subscale Tgts IPT LD,” in
the Assignment History section, and a Duty Air Force Specialty Code
(DAFSC) of “P63A3W” [pilot], rather than “N63A3W” [navigator], and he
be given Special Selection Board (SSB) consideration.

APPLICANT CONTENDS THAT:
HQ AFPC/DPPPOO advised him in his nonselection feedback that his
missing current duty entry was a detractor for the CSB. This entry
was extremely critical because it showed breadth of experience. Its
omission directly led to his nonselection. Further, the Virtual
Military Personnel Flight (VMPF) lists him as a navigator when he is a
pilot. The VMPF shows the current duty entry; however, the prefix on
the DAFSC is incorrect.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of major, with a date of rank of 1 Nov 00.
The applicant was considered but not selected for promotion to the
grade of LTC by the CY04B board, which convened on 12 Jul 04. The OSB
reflected an aeronautical rating of senior pilot. [Note: The VMPF
indicates his flying status is inactive-restricted, effective 25 Jun
03.] The Brief had a current duty tile of “1 Apr 02 - C21A Eval Air
CC/Ch Stan-Eval.” However, the top Officer Performance Report (OPR)
reviewed by the CY04B board reflected a duty title of ”Military Deputy
and Subscale Targets IPT Lead” and a DAFSC of “N63A3W.” The
applicant’s Promotion Recommendation Form (PRF) indicated a duty title
of “Military Deputy Director, Subscale Aerial Targets Team Lead” and a
DAFSC of “N63A3W,” with an overall rating of “Promote.”
HQ AFPC/DPAO informally advised the AFBCMR Staff via emails, dated
24 May-1 Jun 05, that the 63XX is the Acquisition Manager core AFSC, a
rated officer is required in this billet, the previous incumbent was a
navigator (warranting the N prefix), the applicant is rated a pilot,
and the Position Report could be in error. HQ AFPC/DPPPOO informally
advised the AFBCMR Staff via email, dated 24 May 05, that if the
contested DAFSC was determined to be in error and is changed on the
OSB, the PRF and the top OPR probably ought to reflect the correct
DAFSC.

AIR FORCE EVALUATION:
HQ AFPC/DPAO advises that, based on the OPR closing 31 Mar 04, the
applicant’s OSB did not correctly reflect his current duty assignment.
However, in accordance with the AMS Position Report, the applicant’s
DAFSC on the OSB is correct. Therefore, DPAZ recommends the
applicant’s current duty title be indicated on the OSB, but his
request for the “P” prefix on his DAFSC should be denied. [See
Statement of Facts above for additional information.]
A complete copy of the evaluation is at Exhibit C.
HQ AFPC/DPPPO indicates the duty title requested was updated in the
Military Personnel Data System (MPDS) post-board. Although not
reflected on the OSB, the applicant’s top OPR closing 31 Mar 04
reflects the requested duty title. Therefore, they trust the board
members were fully aware of the true scope and nature of the position
as it is clearly defined in Section III of the same OPR. They are not
convinced this caused the applicant’s nonselection. Further, HQ
AFPC/DPAO notes the DAFSC prefix on the OSB is correct. Therefore,
they recommend denial.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 18 Mar 05, complete copies of the Air Force evaluations were
forwarded to the applicant for review and comment within 30 days. As
of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice to warrant granting the requested
relief. In its advisory, HQ AFPC/DPAO recommends the requested
current duty title be included on the applicant’s CY04B OSB but that
the DAFSC remain unchanged. However, after careful consideration, we
are persuaded the wrong prefix may have been applied to the 63A3W
DAFSC. The billet apparently requires a rated officer. The previous
incumbent was a navigator, which warranted the N prefix; the applicant
is a pilot, which would logically dictate a P rather than an N prefix.
If the position in question requires a rated officer, and the Air
Force tracks the career progression of its rated officers, and the
applicant clearly is rated a pilot, we consider it only reasonable
that he not be identified as a navigator. We suspect the Position
Report may be erroneous and, possibly by oversight, the same
inaccurate prefix was applied to the applicant’s CY04B PRF and 31 Mar
04 OPR. HQ AFPC/DPPPO is unconvinced the missing duty title resulted
in the applicant’s nonselection, asserting the 31 Mar 04 OPR apprised
the selection board of his latest position. We cannot determine with
certainty whether or not this was instrumental in the applicant’s
failure to be selected; however, the combination of the missing duty
title and the likely erroneous DAFSC prefix may have compromised his
receiving full and fair consideration by the CY04B board. Therefore,
to offset any possibility of an injustice, we recommend the
applicant’s records be corrected as indicated below and he be afforded
SSB consideration for the CY04B LTC board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. The Assignment History section of the Officer Selection Brief
for the Calendar Year 2004B (CY04B) Lieutenant Colonel Central
Selection Board (CSB) include the duty title of “1 July 2003 -
Military Deputy and Subscale Targets IPT Lead,” with a Duty Air Force
Specialty Code (DAFSC) of “P63A3W.”
b. The Field Grade Officer Performance Report, AF Form 707A,
rendered for the period 1 April 2003 through 31 March 2004, and the
Promotion Recommendation Form, AF IMT 709, rendered for the CY04B
Lieutenant Colonel CSB, reflect a DAFSC of “P63A3W,” rather than
“N63A3W.”
It is further recommended that he be considered for promotion to the
grade of lieutenant colonel by a Special Selection Board for the CY04B
Lieutenant Colonel CSB.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:
a. The Assignment History section of the Officer Selection
Brief for the Calendar Year 2004B (CY04B) Lieutenant Colonel Central
Selection Board (CSB) include the duty title of “1 July 2003 -
Military Deputy and Subscale Targets IPT Lead,” with a Duty Air Force
