APPLICANT REQUESTS THAT:
1. His Officer Selection Brief (OSB) viewed by the Calendar Year 2006C
(CY06C) Lieutenant Colonel Central Selection Board (CSB) be updated to
reflect his corrected duty history and deployment history.
2. The 13 Nov 06 discrepancy report filed in his Officer Selection Record
(OSR) be removed.
3. The Promotion Recommendation Form (PRF) as viewed by the CY06C Lt Col
CSB be amended to reflect in Section IV, Line 8, “NGB FGO of the Qtr”
instead of “NGB/A8 Action Officer of the Qtr.”
4. His records be considered for promotion by special selection board
(SSB) for the CY06C Lt Col CSB with the requested corrections.

APPLICANT CONTENDS THAT:
His OSB reflected inaccurate information when he met the CY06C Lt Col CSB,
to include wrong Duty Air Force Specialty Codes (DAFSCs) and the omission
of his Wing Executive Officer and RTU instructor duty titles. He attempted
to correct his duty history, but a few errors were overlooked and not
changed.
The OSB did not include his Operation Eagle Assist deployment in the
deployment history, a major variable weighted heavily during the selection
process. He went to his MPF to have his Operation Eagle Assist deployment
added to his deployment history and was told that this deployment did not
qualify, therefore, no update was made and he never pursued the issue any
further. However, in Apr 07, he visited his current MPF, and they
confirmed with AFPC that his deployment did qualify to be updated in the
Military Personnel Data System (MilPDS), and the change was made.
The discrepancy notice placed in the front of his package portrayed a
negative impression of him from the start. The decoration referenced that
the Air Force Commendation Medal (AFCM) was awarded to him in error. He
was awarded a Meritorious Service Medal (MSM) when he PCS’d from Randolph
AFB and on that special order was a statement revoking the AFCM.
Additionally, he would like his PRF changed from “NGB/A8 Action Officer of
the Qtr” to “NGB FGO of the Qtr.” His updated OPR was faxed to AFPC on
Friday, 24 Nov, for a Tuesday, 28 Nov promotion board. The coordination
required to similarly update his PRF in the time remaining was not
possible.
In support of his request, applicant provided copies of his OSB, Board
Discrepancy Report, and PRF, as they met the original board, a SURF showing
the updated deployment history, a copy of the order that revoked the AFCM,
a VMPF copy of his corrected DAFSC’s and duty history, and a revised PRF
with an original signature.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of major.
His Total Active Federal Military Service Date (TAFMSD) is 1 May 91. The
applicant was considered and not selected for promotion to the grade of
lieutenant colonel by the CY06C Lt Col CSB. A review of his last 10 OPRs
indicates overall ratings of “Meets Standards.”

AIR FORCE EVALUATION:
AFPC/DPPPEP recommends denial of the applicant’s request to correct his
PRF. They note that the applicant did not file an appeal with the
Evaluation Reports Appeal Board (ERAB). However, the application was
forwarded to the ERAB for review and they recommended denial IAW AFI 36-
2401, paragraph A1.6.2.2.
IAW AFI 36-2401, paragraph A1.6.2.2, changes in Section IV, Promotion
Recommendation, requires the concurrence of both the senior rater and the
Management Level Review (MLR) president. Additionally, appeals to rewrite
Section IV simply to include different, but previously known or documented
accomplishments will not be approved.
Unfortunately, the applicant only provided a substitute PRF. Although,
they would normally give him the opportunity to submit the required
supporting documentation, they found that the reason for the requested
change was insufficient to justify replacing the PRF. The information the
applicant is requesting to be placed in his PRF was available to the board
in Section VII, Line 5 of his Officer Performance Report (OPR) closing out
on 30 Sep 06. Correcting the contested report would provide no information
that was not already available to the board.
The applicant seems to be under the mistaken impression that the selection
board’s review of an officer’s record stops at the PRF and that they do not
delve any further into the record. This could not be further from the
truth. Central boards evaluate the entire officer record to assess whole
person factors. While the PRF may not be worded the way the applicant
would like to describe his accomplishments, the selection board had his
entire OSR that clearly outlines his accomplishments since the day he came
on active duty.
The only error in the PRF was changing his quarterly award from NGB/A8
Action Officer to NGB Field Grade Officer. It is assumed the applicant
received his PRF approximately 30 days prior to the promotion board, per
AFI 36-2406. It is the officer’s responsibility to review the PRF for
accuracy and completeness prior to the promotion board. PRFs are not a
matter of record until the board convenes, and therefore, corrections can
be made prior to the board. The applicant failed in his responsibility to
ensure the accuracy of his PRF prior to the promotion board. A report is
not erroneous or unfair because the applicant believes it contributed to
their non-selection. PRFs will only be corrected if there is a material
error in the PRF itself or if there were substantive changes to the record
of performance. This word change meets neither of these criteria.

AFPC/DPAOM6 reviewed this application and states, in part, based on
previous OPRs, the applicant is authorized to change/correct his duty title
history in MilPDS, and has done so. His deployment history should also
have reflected a CONUS TDY with the following dates: 18 Nov 01 – 8 Jan 02.
This discrepancy has also recently been updated in MilPDS. Therefore,
should DPPPO grant SSB consideration, an OSB reflecting the updated duty
title information and deployment history should be visible.

AFPC/DPPPO recommends the AFBCMR grant SSB consideration with inclusion of
the updated deployment history on his OSB and removal of the discrepancy
report. If the AFBCMR grants SSB consideration on these issues, then to
make his record as accurate as possible, they recommend that the Assignment
History on his OSB also be corrected as shown on the attached Duty History
Printout. However, based on DPPPEP’s advisory to deny the applicant’s
request to correct his P0506C PRF, they find no basis to grant SSB
consideration on this issue.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 14
Sep 07 for review and comment within 30 days. To date, a response has not
been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice regarding applicant’s request to change his
PRF. After reviewing the complete evidence of record and the revised PRF
submitted by the applicant, we do not believe this PRF should be
substituted for the original PRF, and therefore we agree with the rationale
provided by AFPC/DPPPEP, that the applicant failed in his responsibility to
ensure the accuracy of his PRF, and therefore recommend denial of this
portion of his request.
4. Notwithstanding our recommendation above, we agree with AFPC/DPAOM6
that the applicant did attempt to correct his duty history and deployment
history prior to meeting the Board, and therefore should be afforded SSB
consideration with the corrected OSB. Additionally, since the
aforementioned corrections are being made to his OSB, we agree with
AFPC/DPPPO that the discrepancy report should also be removed, and that the
applicant should be considered by SSB with the corrected record.
Therefore, the Board recommends that the applicant’s records be corrected
as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that:
a. The 3 Nov 06 Discrepancy Report filed in his Officer Selection
Record, and viewed by the Calendar Year 2006C (CY06C) Lieutenant Colonel
Central Selection Board (CSB) be removed.
b. The Officer Selection Brief (OSB) prepared for the CY06C
Lieutenant Colonel CSB be amended as follows:
(1) Under the heading “Deployment History” add an entry
from 18 Nov 01 to 8 Jan 02 for a CONUS TDY.
(2) Under the heading “Assignment History” add an entry
effective 15 Jan 01 with Duty Air Force Specialty Code (DAFSC) of “K12R3A,”
duty title of “Training Wing Exec Officer,” LVL “DD/J,” MAJCOM “EUR,”
Organization “AFELM NATO AWACS,” and Duty Location “GEILENKIRCH.”
(3) Under the heading “Assignment History” add RTU to the
duty title effective 17 Apr 98; and correct the DAFSCs for the duty titles
effective: 14 Sep 00 as reads “Q12R3A” to read “12R3A;” 14 Jun 00 as reads

It is further recommended that he be considered for promotion to the
grade of lieutenant colonel by Special Selection Board for the CY06C
Lieutenant Colonel CSB with the corrected record.
