APPLICANT REQUESTS THAT: 

 

He be awarded the Air Force Overseas Ribbon – Short and Long Tour 
(AFOR – ST & LT), the Combat Readiness Medal (CRM), and the 
Senior Civil Engineer Badge.

APPLICANT CONTENDS THAT: 

 

He is entitled to the contested awards due to his service in 
Okinawa for 19 months. 

 

The applicant provides no documentation in support of his appeal.

STATEMENT OF FACTS: 

 

The applicant enlisted in the Regular Air Force on 5 October 
1959. 

 

On 4 October 1963, the applicant was honorably released and 
transferred to the Air Force Reserve. He served 4 years on 
active duty with 1 year, 8 months and 6 days of foreign and/or 
sea service. 

 

The applicant was assigned to Naha Air Base, Japan, from 14 April 
1960 to 30 June 1960 and Kadena Air Base, Okinawa, Japan, from 
26 October 1960 to 23 January 1962. 

 

AFPC/DPSIDR verified the applicant’s entitlement to the National 
Defense Service Medal (NDSM) and the Air Force Longevity Service 
Award (AFLSA). 

 

AFPC/DPSIM advised the applicant on 23 September 2010 that he is 
not entitled to wear the Senior Civil Engineer Badge due to the 
fact the AFS 223X0 was not part of the civil engineer career 
field. Also, IAW AFI 36-2903, paragraph 5.9.3, enlisted members 
are allowed the award of the senior occupational badge after the 


award of the 7-skill level. His DD Form 214 reflects a 5-skill 
level at the date of release from active duty.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDRA recommends denial of the CRM and the AFOR – ST & LT. 
DPSIDRA states the CRM is awarded to U.S. Air Force, U.S. Air 
Force Reserve service members, and members of other services 
after 1 August 1960, for sustained individual combat or mission 
readiness or preparedness for direct weapon-system employment. 
Specifically, a service member must meet the following criteria: 
complete an aggregate 24 months of sustained professional 
performance as a member of the U.S. Air Force combat or mission-
ready units subject to combat readiness reporting; or be 
individually certified as combat or mission ready and have 
maintained individual readiness the entire period according to a 
major headquarters; or subject to an individual positional 
evaluation program according to a higher headquarters standard. 
The term Combat Ready is defined as being professionally and 
technically qualified in an aircraft crew position in an aircraft 
that can be used in combat. 

 

No documentation was located or provided to verify the 
applicant’s entitlement to the CRM. 

 

The AFOR – ST & LT was authorized by the Chief of Staff, U.S. Air 
Force, 12 October 1980. Before 6 January 1986, the ribbon was 
awarded to Air Force and Air Force Reserve members credited with 
completion of an overseas tour on or after 1 September 1980. Air 
Force and Air Force Reserve members serving as of 6 January 1986, 
or later are entitled to reflect all Air Force overseas tours 
credited during their career. A service member may wear both 
ribbons, if appropriate. The short tour ribbon takes precedence 
over the long tour ribbon when both are worn. 

 

Both awards were established after the applicant was honorably 
released from active duty.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

The applicant states he requested the Standard Civil Engineer 
Badge not the Senior Civil Engineer Badge. He attended the U.S. 
Army School of Civil Engineers at Fort Belvoir, VA. He was also 
assigned with the 3320th Civil Engineer Group, Det. 3 of the 
313th Air Division while stationed on Naha AFB for 20 months and 
in the Civil Engineers for his total four year tour of duty. 

 

 


 

Although the Long and Short Tour Ribbons were issued after 1986, 
he believes he fulfilled the requirement and earned the ribbons.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. The applicant’s 
contentions are duly noted; however, after reviewing the evidence 
of record we agree with the opinion and recommendation of the Air 
Force office of primary responsibility and adopt its rationale as 
the basis for our conclusion the applicant has not provided 
evidence showing his entitlement to the AFOR – ST & LT, CRM and 
the Standard or Senior Civil Engineer Badge. Other than the 
administrative corrections (NDSM and the AFLSA) made to his 
records, we find no basis to recommend granting any additional 
relief.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of an error or an injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
