APPLICANT REQUESTS THAT:
He be awarded the National Defense Service Medal (NDSM), Air Force Overseas
Ribbon-Short Tour (AFOR-ST), Air Force Training Ribbon (AFTR), Cold War
Certificate (CWC), and any additional awards and decorations.

APPLICANT CONTENDS THAT:
There is no error involved; however, he believes he may be entitled to the
requested awards. He was TDY to Guam, Korea and England for over a month.
In support of his request, the applicant provided a personal statement and
a copy of his DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge.

STATEMENT OF FACTS:
Applicant entered active duty on 3 November 1955. He served as an
administrative clerk.
On 8 July 1959, applicant was honorably released from active duty in the
grade of airman second class. He served three years, seven months, and six
days on active duty.
On 6 July 2007, AFPC/DPAPP advised the applicant that they were able to
confirm he was assigned to England and Guam during his Air Force career;
however, did not find documentation to show he was TDY to Korea. They
requested he provide documentation (i.e. travel vouchers, flight records or
TDY orders) which shows a specific time and location in Korea. He did not
respond.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states it has been verified the
applicant had a tour in Guam and England; however, a tour in Korea during
the period the applicant was on active duty could not be verified.
The NDSM was not awarded during the applicant’s inclusive military service
period (1955 – 1959). The AFOR-ST is awarded for completion of an overseas
tour after 1 September 1980. The AFTR is awarded for completion of
accession training after 14 August 1974. CWC is issued by the Department
of the Army. It is advised that the applicant contact the Army for
additional information on the CWC. Any additional awards or decorations
could not be verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 5 October 2007, the evaluation was forwarded to the applicant for review
and comment within 30 days (Exhibit D). As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The applicant’s contentions are duly
noted; however, after thoroughly reviewing the applicant’s submission and
the evidence of record there is no indication in the applicant’s military
personnel record that he is entitled to award of the NDSM, AFOR-ST and the
AFTR. Therefore, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt its rationale as the basis
for our conclusion that he has not been the victim of an error or
injustice. As indicated in the Air Force evaluation, the CWC is authorized
for award by the U.S. Army. If the applicant believes he may be entitled
to the CWC, it is suggested he contact the appropriate agency. In view of
the above, and in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the
existence of an error or injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.

The applicant provided a TDY order dated 19 Aug 70, which indicates on 1 Sep 70 he was scheduled for assignment to Detachment 5, 621st Tactical Control Squadron, Nakhon Phanom, Thailand, for 45 days; with variations authorized; however, there is no evidence that would clearly substantiate his service time in Thailand.
