APPLICANT REQUESTS THAT:
His DD Form 214 reflect receipt of the Air Force Outstanding Unit Award
(AFOUA), the NCO Professional Military Education (PME) Graduate Ribbon
(NCOPMEGR), and the Small Arms Expert Marksmanship Ribbon (SAEMR).

STATEMENT OF FACTS
The applicant enlisted in the Regular Air Force on 6 Feb 80 and served as a
carpentry specialist and a law enforcement specialist. On 19 Jun 86, after
6 years, 6 months, and 14 days of active service, the applicant was
separated in the grade of senior airman with a general discharge for
misconduct-drug abuse. His DD Form 214 reflects receipt of the Air Force
Good Conduct Medal, the Air Force Longevity Service Award, and the Air
Force Training Ribbon.
On 30 November 2006, the applicant's request to award him the AFOUA,
NCOPMEGR and the SAEMR was considered and denied by the Board. For an
accounting of the facts and circumstances surrounding the applicant’s
request, and, the rationale of the earlier decision by the Board, see the
Record of Proceedings at Exhibit E.
On 15 March 2007, the applicant submitted a request for reconsideration.
To support his request, he provided a personal statement, a letter
notifying him of his selection as Airman of the Month and a photo. The
applicant's complete submission, with attachments, is at Exhibit F.

THE BOARD CONCLUDES THAT:
After again reviewing this application and the evidence provided in support
of his appeal, we are not persuaded that his records should be corrected to
show he was awarded the AFOUA, NCOPMEGR or the SAEMR. While the applicant
believes the photo supports his claim, it does not provide official
evidence to support his contention he was authorized to wear the SAEMR.
Accordingly, favorable consideration of the applicant's request is not
warranted.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
