APPLICANT REQUESTS THAT:
His DD Form 214 reflect receipt of the Air Force Outstanding Unit
Award (AFOUA), the NCO Professional Military Education (PME) Graduate
Ribbon (NCOPMEGR), and the Small Arms Expert Marksmanship Ribbon
(SAEMR).

APPLICANT CONTENDS THAT:
He received these awards and does not know why they are not listed on
his DD Form 214 but are on his dress blue uniform.

STATEMENT OF FACTS:
The AFOUA is awarded by the Secretary of the Air Force to numbered
units which have distinguished themselves by exceptionally meritorious
service or outstanding achievement that clearly sets the unit above
and apart from similar units. The services include performance of
exceptionally meritorious service, accomplishment of a specific
outstanding achievement of national or international significance,
combat operations against an armed enemy of the US, or military
operations involving conflict with or exposure to hostile actions by
an opposing foreign force.
The applicant enlisted in the Regular Air Force on 6 Feb 80 and served
as a carpentry specialist and a law enforcement specialist. On 19 Jun
86, after 6 years, 6 months, and 14 days of active service, the
applicant was separated in the grade of senior airman with a general
discharge for misconduct-drug abuse. His DD Form 214 reflects receipt
of the Air Force Good Conduct Medal, the Air Force Longevity Service
Award, and the Air Force Training Ribbon.
On 2 Nov 06, the applicant’s DD Form 214 was administratively
corrected to reflect receipt of the Air Force Achievement Medal.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial. After a complete review of the
applicant’s assigned units during his active duty period, DPPPR was
unable to verify any of his units received the AFOUA. The NCOPMEGR is
awarded to graduates of certified US Air Force NCO PME Schools
(preparatory course, Airman Leadership School, NCO Leadership School,
NCO Academy and Senior NCO Academy), Phases II, III and IV. The
applicant completed PME Phase I, NCO Orientation Course, which does
not meet the criteria for award of the NCOPMEGR. DPPPR was unable to
locate an AF Form 522 to verify the applicant’s entitlement to the
SAEMR. He needs to provide official documentation to verify his
entitlement to the AFOUA, NCOPMEGR and SAEMR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 22 Dec 06 for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
available evidence and the applicant’s complete submission, we are not
persuaded that his records should be corrected to show he was awarded
the AFOUA, NCOPMEGR or the SAEMR. Should he secure supporting
documentation, we would be willing to reconsider his application.
Therefore, in the absence of persuasive evidence to the contrary we
find no compelling basis to warrant favorable consideration of his
application.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate
the existence of material error or injustice; the application was
denied without a personal appearance; and the application will only be
reconsidered upon the submission of newly discovered relevant evidence
not considered with this application.
