APPLICANT REQUESTS THAT:

He be awarded the Air Force Longevity Service Ribbon (AFLSA) and  the  Small
Arms Expert Marksmanship Ribbon (SAEMR).

THE APPLICANT CONTENDS THAT:

Based on his military service he is entitled to the AFLSA and the SAEMR.

In support of his request, applicant provides a copy of his DD Form 214  and
a picture.

The applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air  Force  in  the  grade  of  airman
basic (E-1) on 12 December 1966 .  He  was  progressively  promoted  to  the
grade of sergeant (E-4) effective 1 July 1969.

On 9 December 1970, he was  honorably  released  from  active  duty,  having
served 3 years, 11 months and 28 days.   After  having  been  released  from
active duty, he was transferred to the Air Force Reserve for  completion  of
his military service obligation, which occurred on 5 May 1972.

On 19 September 2006,  during  a  records  review,  Headquarters  Air  Force
Personnel Center verified the  applicant's  entitlement  to  the  AFLSA  and
issued the applicant a DD Form 215.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial for award of  the  SAEMR.   DPPPR  states  they
were unable to verify the applicant's entitlement  to  the  SAEMR  and  were
unable to locate an AF Form 522, USAF Ground Weapons Training Data,  showing
he had qualified as an expert with the M-16 or a handgun  on  an  Air  Force
firing range.  The AFPC/DPPPR evaluation is at Exhibit C.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:

A copy of the  Air  Force  evaluation  was  sent  to  the  applicant  on  29
September 2006 for review and comment within 30  days.   As  of  this  date,
this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or
regulations.

2.  The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or  injustice.   The  applicant’s  contentions  are  duly
noted, however, after a careful review of the evidence of  record,  we  find
his assertions, in and by themselves, insufficient to support findings  that
he was entitled to the Small Arms Expert  Marksmanship  Ribbon.   Therefore,
we agree with the opinion and recommendation of the  Air  Force  office  and
adopt its rationale as the basis for our conclusion that the  applicant  has
failed to sustain his burden  that  he  has  suffered  either  an  error  or
injustice in this matter.  Accordingly,  there  is  no  basis  on  which  to
favorably consider his request.  The applicant's request for the  Air  Force
Longevity Service Ribbon was administratively corrected  and  therefore  not
considered by this board.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of probable material error or injustice; that the  application
was denied without a personal appearance;  and  that  the  application  will
only be reconsidered  upon  the  submission  of  newly  discovered  relevant
evidence not considered with this application.
