APPLICANT REQUESTS THAT:

His records be corrected  to  show  he  was  awarded  the  National  Defense
Service  Medal  (NSDM),  the  USAF  Noncommissioned   Officer   Professional
Military Education Graduate Ribbon (NCOPMEGR), the  Combat  Readiness  Medal
(CRM), and the Armed Forces Service Medal (AFSM).

Examiner's Note:  The Air Force Office of primary  responsibility  was  able
to verify the applicant's entitlement  to  the  NSDM;  therefore,  only  the
NCOPMEGR, CRM and AFSM awards will be considered.

APPLICANT CONTENDS THAT:

He did not know he could receive these medals and he feels  he  is  entitled
to them.

In support of his application, the applicant submits a copy of  his  DD  214
and a copy of a letter from the National Personnel Records Center.

The applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

On 7 Sep 92, the applicant was voluntarily released from active duty in  the
grade of staff sergeant and transferred into  the  Air Force  Reserves.   He
was credited with 11 years, 9 months and 17 days of active duty  service  to
include 5 years, 9 months and 13 days of Foreign Service.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR recommends denial of the CRM, AFSM and NCOPMEGR awards.

DPPPR states after 1 Aug 60, the CRM was awarded  to  military  members  for
sustained individual combat or mission readiness or preparedness for  direct
weapon-system employment.  Specifically, a  service  member  must  meet  the
following criteria:  complete aggregate 24-months of sustained  professional
performance as a member of U.S. Air  Force  combat  or  mission-ready  units
subject to combat readiness  reporting;  or  be  individually  certified  as
combat or mission ready and have maintained individual readiness the  entire
period according to a major headquarters  standard.   DPPPR  was  unable  to
verify the applicant's entitlement to this award.

DPPPR states the AFSM is awarded to members of the Armed Forces of the  U.S.
who, after 1 Jun 92:  (1) participate,  or  have  participated,  in  a  U.S.
military operation that is deemed to be a significant activity by the  Joint
Chiefs of Staff; and (2) encounter no foreign armed opposition  or  imminent
threat of  hostile  action.   DPPPR  was  unable  to  verify  the  applicant
participated in a military operation to be eligible for award of the AFSM.

DPPPR declares the  NCOPMEGR  is  awarded  to  graduates  of  the  following
certified  NCO  PME  schools  (NCO  Preparatory  Course,  Airman  Leadership
School, NCO Leadership School, NCO Academy, and Senior NCO Academy).   DPPPR
was unable to verify the applicant completed one of the  certified  NCO  PME
schools.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

In response to the Air Force evaluation, on behalf  of  the  applicant,  the
DVA submitted copies  of  certificates  of  completion  of  training  and/or
recognition (Exhibit E).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or  injustice  concerning  the  above  requested  awards.
Other than his own assertions, the applicant  has  provided  no  documentary
evidence that would establish his entitlement to these  additional  devices.
We note the certificates provided by the Department  of  Veteran's  Affairs;
however, they do not meet the recommended  requirements  as  stated  in  the
governing regulations for receipt of these  awards.   Although  we  are  not
unmindful or unappreciative of his service to his Nation, in the absence  of
documentary evidence to corroborate his claim, we have no basis on which  to
favorably consider this application.  We, therefore, agree with the  opinion
and recommendation of the Air Force office  of  primary  responsibility  and
adopt its rationale as the basis for our conclusion that the  applicant  has
not been the victim of an error or injustice.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
