APPLICANT REQUESTS THAT:

His records be corrected to reflect his entitlement to the NCO  Professional
Military Education  Graduate  Ribbon  (NCOPMEGR)  and  his  NCO  Orientation
Course Professional Military Education, Phase I be documented.

THE APPLICANT CONTENDS THAT:

Applicant proffers no contentions.

In  support  of  his  request,  applicant  provides  copies  of  his  course
certificates of training, copies of his discharge certificates  and  his  DD
Form 214.  The applicant’s complete  submission,  with  attachments,  is  at
Exhibit A.

STATEMENT OF FACTS:

The applicant's military personnel records were destroyed by fire  in  1973.
Therefore, the facts surrounding his separation cannot  be  verified.   Data
extracted from his reconstructed records reflect that  he  enlisted  in  the
Regular Force on 4 Jun 80, was discharged on 3 Jun 84,  and  was  issued  an
honorable discharge.

AIR FORCE EVALUATION:

AFPC/DPSIDR recommends denial.  DPSIDR states that the NCOPMEGR  is  awarded
to all Air Force-certified NCO PME schools (i.e.,  NCO  Preparatory  Course,
Airman Leadership School, NCO  Leadership  School,  NCO  Academy  and  SRNCO
Academy).  The orientation course the applicant completed does not meet  the
criteria for award of the NCOPMEGR.  The complete AFPC/DPSIDR evaluation  is
at Exhibit B.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 18  Jan
08 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or
regulations.

2.  The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of  error  or  injustice.   We  took  notice  of  the  applicant’s
complete submission in judging the merits of the  case;  however,  we  agree
with the opinion and recommendation of  the  Air  Force  office  of  primary
responsibility and adopt its rationale as the basis for our conclusion  that
the applicant has  not  been  the  victim  of  an  error  or  an  injustice.
Therefore,  in  the  absence  of  evidence  to  the  contrary,  we  find  no
compelling  basis  to  recommend  granting  the  relief   sought   in   this
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of probable material error or injustice; that the  application
was denied without a personal appearance;  and  that  the  application  will
only be reconsidered  upon  the  submission  of  newly  discovered  relevant
evidence not considered with this application.
