APPLICANT REQUESTS THAT:
He be awarded the Air Force Good Conduct Medal (AFGCM).

THE APPLICANT CONTENDS THAT:
His date of separation should be changed from 9 December 1963 to 4 February
1964 in order for him to receive his AFGCM. He was abruptly discharged in
order to cover up an incident in the Flight Surgeons office.
In support of his request, applicant provides a personal statement and
copies of his Airman Performance Reports.

STATEMENT OF FACTS:
It appears the fire in 1973 at the National Personnel Records Center (NPRC)
destroyed the applicant’s military personnel records. Therefore, the facts
surrounding his Air Force military service cannot be verified. The
following is the only known information concerning his military service and
was extracted from the applicant’s DD Form 214, Report of Transfer or
Discharge.
On 9 December 1963, he was honorably discharged from active duty in the
grade of airman second class (E-3) after having served 2 years, 10 months
and 7 days.
On 27 December 2006, during a records review, Headquarters Air Force
Personnel Center verified the applicant’s entitlement to the National
Defense Service Medal.

AIR FORCE EVALUATIONS:
AFPC/DPPPR recommends denial. DPPPR states the AFGCM is awarded to Air
Force enlisted personnel for exemplary conduct during a three-year period
of active military service (or for a one-year period of service during a
time of war). DPPPR advises the applicant did not fulfill the required
time period of three years therefore, is ineligible for the award.
However, the applicant is entitled to the National Defense Service Medal
and his records will be corrected to reflect this award. The AFPC/DPPPR
complete evaluation is at Exhibit C.
AFPC/DPPRS advises there is no documentation in the applicant’s personnel
record relating to the reason for his discharge or the discharge process.
According to the DD Form 214, the applicant was honorably discharged from
the Air Force under the provisions of AFR 39-16, with a Separation
Designator Number (SDN) of 363 (discharge for inaptitude or unsuitability).

APPLICANT’S REVIEW OF AIR FORCE EVALUATIONS:
Copies of the Air Force evaluations were sent to the applicant on 19
January 2007 for review and comment within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant’s contentions are duly
noted, however, after a careful review of the evidence of record, we find
his assertions, in and by themselves, insufficient to support findings that
he was entitled to the Air Force Good Conduct Medal. Therefore, we agree
with the opinions and recommendation of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has failed to sustain his burden that he has suffered
either an error or injustice in this matter. Accordingly, there is no
basis on which to favorably consider his request.
4. The applicant’s case is adequately documented and it has not been shown
that a personal appearance with or without counsel
will materially add to our understanding of the issue involved. Therefore,
the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
