APPLICANT REQUESTS THAT:
He be awarded the Vietnam Service Medal (VSM) and Republic of Vietnam
Campaign Medal (RVNCM).

APPLICANT CONTENDS THAT:
He should be awarded the VSM and RVNCM for serving in support of the
Vietnam War while stationed in Alaska.
In support of his application, the applicant has provided a personal
statement and copies of service personnel records. The applicant’s
complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
On 19 September 1968, the applicant enlisted in the Regular Air Force at
the age of 19 for a period of four years in the rank of airman basic (E-1).
He was progressively promoted to the grade of sergeant (E-4) effective and
with a date of rank of 1 August 1970.
The applicant was honorably discharged on 18 September 1972. He served a
total of four years of active duty with 1 year, 10 months and 17 days of
foreign service.
The applicant’s DD Form 214 reflects he was awarded the National Defense
Service Medal (NDSM), Air Force Outstanding Unit Award (AFOUA), Air Force
Good Conduct Medal (AFGCM), and the Presidential Unit
Citation/Distinguished Unit Citation (PUCDUC).

AIR FORCE EVALUATION:
AFPC/DPPPR recommends disapproval of the applicant’s request for the VSM
and RVNCM. DPPPR states the VSM is awarded to all service members of the
Armed Forces who between 4 July 1965 and 28 March 1973, served in the
following areas of Southeast Asia: in Vietnam and the contiguous waters and
airspace; in Thailand, Laos or Cambodia or the airspace thereof or in
direct support of military operations in Vietnam. The RVNCM is awarded to
members of the Armed Forces of the United States who: 1) served for six
months in south Vietnam during the period 1 March 1961 and 28 March 1973,
2) served outside the geographical limits of South Vietnam and contributed
direct combat support to the RVN Armed Forces for an aggregate of six
months. The applicant did not serve in Vietnam or the surrounding eligible
areas to be entitled to the VSM and RVNCM. He was stationed at Elmendorf
Air Force Base, Alaska; which is not considered as one of the eligible
areas surrounding Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
He disagrees with the Air Force recommendation for the simple reason that
Alaska was considered in the Vietnam Theater during the period when he was
stationed there. Alaska was a state, but wasn’t considered within the
continental United States yet. The reason is because it was considered in
the Vietnam Theater.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
records, we found no evidence that the individual is eligible for the award
of the VSM and RVNCM. The applicant did not provide any documentary
evidence to substantiate his claim or, that he was recommended for, or
awarded, the VSM or RVNCM. Therefore, we agree with the opinion from the
Air Force office of primary responsibility that the applicant is not a
victim of error or injustice in regard to award of the VSM and RVNCM. In
view of the above, we find no basis to favorably consider this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
