APPLICANT REQUESTS THAT:
He be awarded the Presidential Unit Citation (PUC), the Vietnam
Service Medal (VSM), and credit for service in Vietnam.

APPLICANT CONTENDS THAT:
He served in Vietnam from Mar 66 to Jan 67. He was a crew chief on
a C-130 aircraft stationed in Taiwan but spent a lot of time in
Vietnam delivering supplies. He states that his pay records should
help in verifying his service in Vietnam because they would reflect
hazardous pay, per diem, etc.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 30 Apr 63 for a
period of four years in the grade of airman basic. He served as an
Aircraft Mechanic. He was progressively promoted to the grade of
airman first class with an effective date and date of rank of
1 Jun 66.
On 6 Feb 67, he was honorably released from active duty and
transferred to the Air Force Reserve under the provisions of AFM 39-
10, with a reason for separation as Convenience of the Government.
He was credited with 3 years, 9 months, and 7 days of active duty
service. He served 1 year, 1 month, and 11 days of foreign
service.
He was awarded the National Defense Service Medal (NSDM) and the
Air Force Good Conduct Medal (AFGCM).

AIR FORCE EVALUATION:
HQ AFPC/DPAPP reviewed this application and recommended denial,
stating, in part, there were no documents in the applicant’s master
personnel record that verify he was in a temporary duty (TDY)
status or flew any flights into Vietnam.
A complete copy of the evaluation is at Exhibit C.
HQ AFPC/DPPPR reviewed this application and recommended denial,
stating, in part, on 13 Dec 05, applicant was asked to check his
personal files to see if he had anything that would support that he
was in Vietnam in a TDY status, or any flights to Vietnam; however,
he did not respond.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 24 Feb 06 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force offices of primary responsibility and adopt their
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Applicant’s records
were thoroughly reviewed, however, no documents were found to
substantiate his eligibility for award of the Presidential Unit
Citation, the Vietnam Service Medal (VSM), or credit for service in
Vietnam during his time in service. In view of the above, we find
no basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
