APPLICANT REQUESTS THAT:

His records be corrected to reflect  he  was  awarded  the  Air  Force
Achievement Medal (AFAM), the Air Reserves Forces Meritorious  Service
Medal  (ARFMSM),  the  Air  Force  Good  Conduct  Medal  (AFGCM),  the
Noncommissioned  Officer  Professional  Military  Education   Graduate
Ribbon (NCOPMER), and the Air Force Reserve Medal (AFRM).

APPLICANT CONTENDS THAT:

He was awarded the AFAM on  25  May  1990,  the  AFGCM  in  1988.   He
completed the NCO prep course on 15 July 1988.  He served three  years
with the Air Force Reserve (AFRes) and served 10 years  in  a  reserve
component (inactive).

Applicant's complete submission,  with  attachments,  is  attached  at
Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force (RegAF) on  17 October
1985 and was released from active duty on 16 October  1989.   While  a
reservist he served a period of active duty from  8 July  1990  to  20
December 1990 and was released at the completion  of  required  active
duty training and released to  the  AFRes.   Applicant’s  USAFR  Point
Credit Summary with a closeout date of 16 October 1992,  indicates  he
has six years of satisfactory service.

The  applicant’s  records  reflect  he  was  awarded  the  Air   Force
Outstanding Unit Award (AFOUA), the  Small  Arms  Expert  Marksmanship
Ribbon (SAEMR), the Air Force Training Ribbon, the Air Force Longevity
Service Award Ribbon, and the Air Force Good Conduct Medal (AFGCM).

On 9 November 2005 and 28 December 2005, a DD Form 215, Correction  to
DD Form 214, Certificate of Release or Discharge from Active Duty were
issued to add  the  AFAM,  NCOPMER,  National  Defense  Service  Medal
(NDSM), and the AFGCM to  the  applicant’s  records.   Therefore,  the
remaining issues for consideration by  the  Board  are  award  of  the
ARFMSM and AFRM.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR states in accordance  with  the  Air  Force  Instruction
(AFI)  36-2803,  Table  5.1,  the  ARFMSM  is  awarded  for  exemplary
behavior, efficiency, and fidelity while serving in an enlisted status
in the Air Reserve Forces.  Creditable service for the  ribbon  begins
the day following the  completion  of  any  punishment  imposed.   The
ARFMSM  is  awarded   only   on   specific   recommendation   of   the
servicemember’s unit commander.

AFI 36-2803, Table 6.1 states the AFRM is awarded  to  any  active  or
former servicemember of a Reserve component of the US Armed Forces who
completes or has completed a  total  of  10  years  of  honorable  and
satisfactory military service in one or more Reserve components of the
Armed Forces.   The  servicemember’s  service  does  not  need  to  be
consecutive, as long as the service occurred within  a  period  of  12
consecutive years.

HQ AFPC/DPPPR further states the applicant did not have a total of  10
years of service with AFRes and is not  entitled  to  the  AFRM.   The
applicant has not provided documentation to support he was awarded the
ARFMSM.  Therefore, they recommend the  applicant’s  request  for  the
ARFMSM and AFRM be denied.

Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
29 Dec 2005, for review and response within 30 days.  As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was not  timely  filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of an error or an injustice.   We  took  notice  of  the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and the recommendation of  the  Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an  error  or  an  injustice.  As
stated, by the  office  of  primary  responsibility,  the  applicant’s
eligibility for the  AFAM,  AFGCM,  NDSM  and  the  NCOPMER  has  been
verified and his records will be corrected administratively.  However,
after thoroughly reviewing the applicant’s records, and  documentation
he provided, we do not find any evidence that  indicates  he  met  the
criteria for award of the ARFMSM and AFRM.  Therefore, in the  absence
of evidence to the contrary, we find no compelling basis to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
