APPLICANT REQUESTS THAT:
His records be corrected to reflect the awards of the Air Medal, Air
Force Good Conduct Medal (AFGCM), Vietnam Service Medal (VSM), Small
Arms Expert Marksmanship Ribbon (SAEMR), Republic of Vietnam Gallantry
Cross with Palm (RVNGC w/P) and Republic of Vietnam Campaign Medal
(RVCM).

APPLICANT CONTENDS THAT:
His DD Form 214 does not reflect the above mentioned awards and
decoration.
In support of the appeal, applicant submits a copy of his DD Form 214.
Applicant's complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
Applicant is a former member of the Regular Air Force who served on
active duty from 20 October 1966 to 19 October 1970. He was
progressively promoted to the grade of sergeant (E-4) with the
effective and date of rank of 1 December 1968. The applicant was
released from active duty and transferred to the Air Force Reserve.
He served four years on active duty. On 19 September 1972, he was
relieved from his Reserve assignment and honorably discharged from the
Air Force Reserve.
On 11 December 2006, DPPPR notified the applicant that after a
thorough review of his official military records, they verified his
entitlement to the AFGCM and SAEMR while serving on active duty and
his case had been partially resolved administratively.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial of applicant’s request for the Vietnam
Service Medal. DPAPP states there are no documents in applicant’s
UPRG that confirm any permanent change of station or temporary duties
to Vietnam. According to his Military Personnel Record he was
assigned to McGuire AFB during his tour of duty in the Air Force.
Applicant was asked to review his personal files to see if he might
find any source documents to support his claim; however, he did not
respond.
A copy of DPAPP’s evaluation is at Exhibit C.
AFPC/DPPPR recommends disapproval of applicant’s request for award of
the Air Medal. DPPPR states they were not able to locate either the
award or the recommendation for award of the Air Medal; and the
applicant needs to provide official documentation such as a special
order, a citation, a recommendation, etc., to verify his entitlement
to the award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
22 December 2006 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for the conclusion that the
applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
