APPLICANT REQUESTS THAT:
His Assignment History on his Officer Selection Brief (OSB) be
corrected to show his present duty assignment as 1st Air Support
Operations Group (ASOG), Director of Operations vice 5th Air
Support Operations Squadron, Director of Operations and that his
corrected OSB be considered by Special Selection Board (SSB) for
the CY06A (15 May 06) Colonel Central Selection Board (CSB).

APPLICANT CONTENDS THAT:
Upon his arrival, he notified the commander support staff (CSS) of
the error on his orders. They state that an attempt was made to
correct the error and it appeared the error was corrected. The
applicant followed up on the action several times with no success.
However, the CSS states he did all he could to resolve the issue
prior to the convening of the promotion board.
In support of his appeal, applicant submitted a letter of
explanation from the CSS, dated 25 Oct 06.

STATEMENT OF FACTS:
The applicant is currently serving in the grade of lieutenant
colonel, with an effective date and date of rank of 1 Nov 01, and a
duty title of Director of Operations, effective 29 Dec 05.
Applicant was nonselected for promotion by the CY06A (15 May 06)
(P0606A) Colonel CSB.

AIR FORCE EVALUATION:
HQ AFPC/DPAO reviewed this application and deferred to the DPPPO
office. They found the duty history was correct when the record
met the P0606A in May 06.
HQ AFPC/DPAO’s complete evaluation is at Exhibit C.
HQ AFPC/DPPPO reviewed this application and recommended denial,
stating, in part, in reviewing the applicant’s P0606A OSB, they
found that his duty title entry, effective 29 Dec 05 reflected the
duty title of Director of Operations, Air Supt OPns Gp. The OSB
does not state which organization he is assigned to, therefore,
they found no error in the record. Additionally, after careful
consideration of the application, they found no evidence to show
the applicant’s nonselection for promotion to colonel was a result
of a material error or injustice.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant
on 26 Jan 07 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting a
correction of his OSB. The applicant contends his nonselection for
promotion to colonel by the CY06A Colonel Central Selection Board
was due to an incorrect duty title on his OSB. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force offices of primary responsibility and adopt their
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
