APPLICANT REQUESTS THAT:
His Duty Air Force Specialty Code (DAFSC) be corrected on his Promotion
Recommendation Form (PRF), and he be granted Special Selection Board (SSB)
consideration for the CY06A (15 May 2006) (P0606A) Colonel Central
Selection Board (CSB).

APPLICANT CONTENDS THAT:
He was one of 25 National Defense Fellows and graduated the same week as
the CY06 Colonel CSB met.
An error in his Duty Air Force Specialty Code (DAFSC) identified his AFSC
as a Commander (C11F3H) instead of a student (92SO) undergoing Professional
Military Education (PME). This error potentially caused confusion for the
promotion board as to his status at the time of the CY06 Colonel CSB.
AFI 36-2501, paragraph 2.26.2, requires the CSB to identify and return to
their original panels for rescoring, all selection records below the
initial cut line for members presently assigned to PME.
The error in his DAFSC may have precluded the Objective Quality Review of
his records.
In support of the appeal, he submits a copy of an AF IMT 475,
Education/Training Report, for the period 11 May 2005 through 19 May 2006,
a memorandum from the Director, Strategy Forces and Resources Division,
Institute for Defense Analysis, dated 25 April 2006, and a copy of his
records “as met” the CY06 Colonel CSB.

STATEMENT OF FACTS:
Applicant attended in resident Air Force Fellow PME from 31 July 2005
through 19 May 2006. In resident Air Force Fellow PME is a 42-week Senior
Developmental Education (DE) course.
AFI 36-2501, paragraph 2.26.2, states that CSBs are to identify and return
to their original panels for rescoring, all selection records below the
initial cut line for members identified as being assigned to DE anytime
from Day 150 to the board convening date (I/APZ). The CY06A (P0606A)
Colonel CSB convened on 15 May 2006.
Applicant filed an appeal with the Evaluation Reports Appeal Board (ERAB)
to remove the contested PRF from his records. On 5 January 2007, the ERAB
approved his application to remove the PRF from his records and replace it
with a corrected PRF.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial of applicant’s request for SSB consideration.
They advise that applicant has one non-selection to the grade of colonel by
the P0606A CSB, and, although his PRF contained the incorrect DAFSC, his
Officer Selection Brief (OSB) for the P0606A CSB reflected the correct
data. As such, the CSB members were aware of his career progression and
factored it during the promotion selection process at his CSB. They also
advise that AFPC/DPPPE has corrected his P0606A PRF.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant responded to the AFPC/DPPPO evaluation on 19 February 2007. He
took issue with the advisory opinion that, although his PRF contained the
incorrect DAFSC, his OSB for the P0606A CSB reflected the correct data and,
as such, the CSB members were aware of his career progression and factored
it during the promotion selection process at his CSB. This opinion assumes
the board members recognized and disregarded the incorrect data, focused on
the correct information, and used it exclusively for their decision making
process.
He reiterated the requirement for CSBs to identify and return to their
original panels for rescoring, all selection records below the initial cut
line for members identified as being assigned to in residence PME/AFIT who
are I/APZ. While the correct data existed elsewhere in the packet, it is
conceivable that there may have been confusion concerning his status, which
precluded the Objective Quality Review required for all students in
residence in SDE. It is also conceivable this confusion may have affected
the Board President Quality Review, providing two less opportunities for
recognition by the board.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice to warrant his consideration for
promotion to the grade of colonel by an SSB. After thoroughly reviewing
the complete case file, the Board noted the ERAB approved his application
to remove the PRF which contained the erroneous DAFSC and which was
considered by the CY06A Colonel CSB, and replaced it with a corrected PRF
containing the appropriate DAFSC. While the Board cannot determine what
impact this corrected PRF would have had on the outcome of the CY06A
Colonel CSB, the Board is persuaded he may have been deprived of full and
fair consideration. In view of the above, and in order to keep the record
whole, resolve any injustice, and allow the SSB to perform a complete and
accurate assessment, we recommend that his records be corrected to the
extent indicated below.

THE BOARD DETERMINES THAT:
The applicant’s records be corrected to show that his record, to include
the Promotion Recommendation Form approved for file in his records by the
Evaluation Reports Appeal Board, be considered for promotion to the grade
of colonel by a Special Selection Board for the CY06A Central Colonel
Selection Board.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXXXXXXXXXXXXXXXXXXXX be corrected to show that his record,
to include the Promotion Recommendation Form approved for file in his
records by the Evaluation Reports Appeal Board, be considered for promotion
to the grade of colonel by a Special Selection Board for the CY06A Central
