APPLICANT REQUESTS THAT:
He be awarded the Presidential Unit Citation (PUC), Air Force Good Conduct
Medal (AFGCM), Small Arms Expert Marksmanship Ribbon (SAEMR) and any other
awards he may be entitled to for his Vietnam service.

THE APPLICANT CONTENDS THAT:
His separation document only shows his award of the National Defense
Service Medal. He served 4 years of active service and his unit was
involved in two major campaigns during Vietnam.
Applicant submits no supporting documentation. Applicant’s submission is
at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force in the grade of airman
basic (E-1) on 19 April 1966. He was progressively promoted to the grade
of sergeant (E-4) effective 1 June 1969. Applicant’s records reflect no
overseas service.
On 18 February 1970, he was honorably released from active duty, having
served 3 years and 10 months. After having been released from active duty,
he was transferred to the Air Force Reserve for completion of his military
service obligation, which occurred on 18 April 1972.
On 13 March 2006, during a records review, Headquarters Air Force Personnel
Center identified an error in Item 26, Decorations, Medals, Badges,
Commendation, Citations and Campaign Ribbons Awarded or Authorized, and
issued the applicant a DD Form 215, Correction to DD Form 214, reflecting
the award of the Good Conduct Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR states that the applicant is not eligible for any other awards
in addition to the AFGCM already verified and added to his DD Form 214.
After a thorough review of his military records, DPPPR was unable to verify
that his unit of assignment was awarded the PUC. In addition, the
applicant did not have documentation in his military record to verify he
was awarded the SAEMR nor did he provide documentation to support his
claim. The AFPC/DPPPR evaluation is at Exhibit C.
AFPC/DPAPP advises there are no documents in the applicant’s military
records to show any service in Vietnam. The AFPC/DPAPP evaluation is at
Exhibit D.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
On 24 March 2006, copies of the Air Force evaluations were sent to the
applicant for review and comment. As of this date, this office has not
received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant’s contentions are duly
noted, however, after a careful review of the evidence of record, we find
his assertions, in and by themselves, insufficient to support findings that
he was entitled to the Presidential Unit Citation (PUC) and the Small Arms
Expert Marksmanship Ribbon. Therefore, we agree with the opinion and
recommendation of the Air Force office and adopt their rationale as the
basis for our conclusion that the applicant has failed to sustain his
burden that he has suffered either an error or injustice in this matter.
Accordingly, there is no basis on which to favorably consider his request.
4. In regard to the applicant’s request that he be awarded the Good
Conduct Medal (AFGCM), we note that on 13 March 2006, he was advised by the
Air Force Personnel Center that a correction to his DD Form 214,
Certificate of Release or Discharge from Active Duty, was accomplished to
reflect the award of the AFGCM. Therefore, action by this Board on this
request is not required.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
