APPLICANT REQUESTS THAT:
The Air Force Outstanding Unit Award (AFOUA), Air Force Good Conduct Medal
(AFGCM), National Defense Service Medal (NDSM), Small Arms Expert
Marksmanship Ribbon (SAEMR), and various Commemorative Medals be added to
his DD Form 214.

APPLICANT CONTENDS THAT:
The above listed awards are missing from his DD Form 214 and should be
added.
In support of his request, applicant provided a copy of his DD Form 214 and
copies of on-line ordering forms for the Overseas Service, Republic of
Vietnam Defense, Cold War Victory, and United States Air Force
Commemorative Medals.
Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant served on active duty from 22 September 1961 until being released
from active duty on 16 September 1965 (3 years, 11 months, and 25 days).
During this period of time, his official records show that he served in
Okinawa and Germany. Upon release from active duty, applicant was
transferred to the Air Force Reserve until being discharged on 21 September
1967.
Applicant’s DD Form 214 shows that he was awarded the AFOUA on 15 June 1964
and the AFGCM (for service from 22 September 1961 through 21 September
1964) on 30 October 1964. AFPC/DPPPR has verified applicant’s entitlement
to the NDSM and has taken action to correct his DD Form 214 to add the
NDSM; however, they were unable to verify his entitlement to the SAEMR as
the required AF Form 522 is not contained in applicant’s official records.
The Cold War certificates are issued by the Department of the Army and
Commemorative Medals may be obtained from commercial sources and are not
issued nor updated to the DD Form 214 by the Air Force. AFPC/DPPPR
provided applicant with a Department of the Army website and a list of
commercial sources for the commemorative medals.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial of applicant’s request for award of the SAEMR
since applicant’s official records do not contain the required AF Form 522
to verify his entitlement to the award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 9
November 2006, for review and comment, within 30 days. However, as of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt it’s rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice. In
this respect, we note that he has been awarded the AFOUA, AFGCM, and NDSM,
and there is no documentation to verify his entitlement to the SAEMR.
Further, Cold War Certificates are issued by the Department of the Army,
and Commemorative Medals are not issued nor updated to the DD Form 214 by
the Air Force. Therefore, in the absence of evidence that he qualified as
a small arms expert marksman, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
