APPLICANT REQUESTS THAT:

He be awarded  any  campaign  or  service  medals  for  his  service  during
Operation Desert Storm.

_________________________________________________________________

APPLICANT CONTENDS THAT:

He was issued medals and campaign  badges  after  his  release  from  active
service; however, his DD Form 214 (Certificate of Release or Discharge  from
Active Duty) does not reflect the awards.

In support of his request, the applicant  provided  documentation  extracted
from his military personnel record.

Applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

Applicant entered active duty on 20 November 1986 and served as  a  security
specialist.

On 2 July 1991, he was honorably released under the provisions  of  AFR  39-
10, Completed Extended Enlistment.  He completed 4 years, 7 months,  and  13
days on active duty.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends  denial.   DPPPR  states  the  applicant’s  previously
awarded Air Force Commendation Medal (AFCM) is missing  from  his  discharge
certificate;  Retirements  and  Separations  will  update  the   applicant’s
record.

Applicant received the National Defense Service Medal (NDSM) for serving  in
support of Operation Desert Storm.  However, AFPC/DPPPR is unable to  locate
official documents that verify the applicant’s direct support  of  operation
by entering the Area of Eligibility (AOE).  The  Directorate  of  Assignment
did not verify any overseas service  to  be  eligible  for  campaign  medals
during  Operation  Desert  Storm.   Applicant  needs  to  provide   official
documentation to verify he served overseas in direct  support  of  Operation
Desert Storm to verify his entitlement to any additional awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 15 December 2006, the evaluation  was  forwarded  to  the  applicant  for
review and comment within 30 days  (Exhibit  D).   As  of  this  date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.  The applicant’s  contentions  are  duly
noted; however, after thoroughly reviewing the  applicant’s  submission  and
the evidence of record there is no indication in  the  applicant’s  military
personnel record that he is entitled to any campaign or service  medals  for
participation during Operation Desert Storm.  Therefore, we agree  with  the
opinion  and  recommendation  of   the   Air   Force   office   of   primary
responsibility and adopt its rationale as the basis for our conclusion  that
the applicant has not been the victim of an  error  or  injustice.   In  the
absence of evidence  to  the  contrary,  we  find  no  compelling  basis  to
recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or injustice; the application  was  denied  without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
